In the mornings it is terrible, and the afternoon is worst.

始めはひどいですが 後には最悪になってます

During many years, I made some speeches starting with this

長年のスピーチで こう言って始めることがよくあります

saying: "City is not a problem, it's a solution."

”都市は問題ではなく解決法である”

And more and more, I'm convinced that

だんだん確かだと思えてきたのは

it's not only a solution for a country,

国の抱える問題を解決するだけでなく

but it's a solution for the problem of climate change.

気候変動の問題も解決するであろうということです

But we have a very pessimistic approach about the cities.

一方 都市の問題について 悲観的な見方もされています

I'm working in cities for almost 40 years,

私は40年間　数々の都市で働いてきました

and where every mayor is trying to tell me his city is so big,

どの市長も声をそろえて言うのは”自分の街は大きすぎる”

or the other mayors say, "We don't have financial resources,"

別の市長は”資金がない”と言います

I would like to say

私の経験から言うと

from the experience I had: every city in the world

世界中どんな都市でも―

can be improved in less than three years.

3 年以内に改善できます

There's no matter of scale. It's not a question of scale,

都市の大きさの問題ではないのです

it's not a question of financial resources.

資金の問題でもありません

Every problem in a city has to have its own equation of co-responsibility

都市におけるどんな問題にも 解答を導く方程式があります

and also a design.

それが共同責任とデザインです

So to start, I want to introduce some characters

まず　いくつかキャラクターを紹介していきたいと思います

from a book I made for teenagers.

私が子供向けに作った本に 出てくるキャラクターです

The best example of quality of life is the turtle

生活の質というものをよく現わしているのがカメです

because the turtle is an example of living and working together.

カメは 住まいと職場が 一緒になっているようなものですから

And when you realize that the casque of the turtle

カメの甲羅がまるで―

looks like an urban tessitura,

都市の構造みたいだと気づかれましたか

and can we imagine, if we cut the casque of the turtle, how sad she's going to be?

想像してみてください　もし甲羅を バラバラに切ったらどんなに彼女が悲しむか

And that's what we're doing in our cities:

これこそ　私たちがやっていることなんです

living here, working here, having leisure here.

街での生活　仕事　遊び

And most of the people are leaving the city

多くの人が街を離れー

and living outside of the city.

郊外に住んでいます

So, the other character is Otto, the automobile.

次のキャラクターは自動車のオットーです

He is invited for a party -- he never wants to leave.

彼はパーティーに招待されたのですが決して帰ろうとしません

The chairs are on the tables and still drinking,

テーブルの上に椅子を片付けはじめても ずっと飲んでいます

and he drinks a lot. (Laughter)

しかも　たくさん飲むんです

And he coughs a lot. Very egotistical:

彼はよく咳をしてとても自分勝手

he carries only one or two people

1人や2人しか運べないくせに

and he asks always for more infrastructure.

道路の整備をいつも求めています

Freeways.

高速道路のことです

He's a very demanding person.

とても要求が多いやつなんです

And on the other hand, Accordion, the friendly bus,

一方　このアコーディオンはフレンドリーなバスです

he carries 300 people --

300人を運べます

275 in Sweden; 300 Brazilians. (Laughter)

スウェーデンでは275人ですがブラジルでは300人です

Speaking about the design: every city has its own design.

デザインの話をしましょう　すべての都市にはそれぞれ特有のデザインがあります

Curitiba, my city: three million in the metropolitan area,

私の出身の都市クリチバです首都圏の人口300万人に対し―

1,800,000 people in the city itself.

クリチバの人口は180万人です

Curitiba, Rio: it's like two birds kissing themselves.

クリチバとリオ 並べると2羽の鳥がキスしているみたいですね

Oaxaca, San Francisco -- it's very easy:

オアハカとサンフランシスコは非常に簡単な構造をしています

Market Street, Van Ness and the waterfront.

マーケットストリート　ヴァンネスウォーターフロントなどです

And every city has its own design.

すべての都市に特有のデザインがあります

But to make it happen, sometimes you have to propose a scenario

and to propose a design --

シナリオとデザインを提案する必要があります

an idea that everyone, or the large majority,

誰もが ―大半の人が支援してくれるような

will help you to make it happen.

アイデアを提案するのです

And that's the structure of the city of Curitiba.

そして　これはクリチバの都市の構造です

And it's an example of living and working together.

これは職住近接の一例となっています

And this is where we have more density;

クリチバは人口密度が高いため

it's where we have more public transport.

公共交通機関がたくさんあります

So, this system started in '74. We started with 25,000 passengers a day,

そこで74年にこのシステムを始め当初　乗客は1日に2万5千人でした

now it's 2,200,000 passengers a day.

それが今では1日に220万人です

And it took 25 years until another city ...

コロンビアの首都ボゴタでも25年かかりました

which is Bogota, and they did a very good job.

And now there's 83 cities all over the world that they

are doing what they call the BRT of Curitiba.

And one thing: it's important not for only your own city;

every city, besides its normal problems,

they have a very important role

都市は人間にとって

in being with the whole humanity.

That means mostly two main issues --

mobility and sustainability -- are becoming very important for the cities.

「移動」と「持続可能性」とが都市にとって 重要なものになりつつあります

And this is an articulated bus, double-articulated.

これは二重連結式バスです

And we are very close to my house.

近くに私の家があるので

You can come when you are in Curitiba and have a coffee there.

クリチバに寄った際にはコーヒーを飲んでいってください

And that's the evolution of the system.

これこそシステムの進化です

What in the design that made the difference

このデザインで従来と異なるのは―

is the boarding tubes:

ボーディングチューブです

the boarding tube gives to the bus the same performance as a subway.

ボーディングチューブでは バスが地下鉄と同じ役割を果たします

That's why, I'm trying to say,

つまり

it's like metro-nizing the bus.

これは地下鉄化されたバスといえるでしょう

This is the design of the bus,

これはバスのデザインです

and you can pay before entering the bus you're boarding.

料金はバスに乗る前に払います

And for handicapped, they can use this as a normal system.

障害者のかたは通常のシステムで利用できます

What I'm trying to say is

ここで言いたいことは

the major contribution on carbon emissions are from the cars --

二酸化炭素の排出の主な原因は車です

more than 50 percent -- so when we depend only on cars, it's ...

排出の50%以上が車からなのです 車ばかりに頼ってしまうと―

-- that's why when we're talking about sustainability,

ということで　持続可能性についてですが

it's not enough, green buildings.

グリーンビルでは不十分

It's not enough, a new materials.

新しい材料でも不十分

It's not enough, new sources of energy.

新しいエネルギー源でも不十分

It's the concept of the city, the design of the city,

必要なのは都市のコンセプト 都市のデザインです

that's also important, too. And also, how to teach the children.

あと子供の教育も重要です

I'll speak on this later on.

これは後でお話しします

Our idea of mobility is trying

つぎに”移動”のアイデアについて

to make the connections between all the systems.

すべてのシステムを連携させようというものです

We started in '83, proposing for the city of Rio

83年にリオで―

how to connect the subway with the bus.

地下鉄とバスを連携させる方法を提示しました

The subway was against, of course.

地下鉄側からはもちろん反対がありました

And 23 years after, they called us to develop -- we're developing this idea.

しかし23 年後　開発を進めてくれと要請があり このアイデアは進行中です

And you can understand how different it's going to be,

どのような変化があるか見ていただきましょう

the image of Rio with the system --

システムを取り入れた後のリオです

one-minute frequency.

発着は1分間隔です

And it's not Shanghai,

上海ではありませんよ

it's not being colored during the day, only at night

it will look this way.

And before you say it's a Norman Foster design,

ノーマン・フォスターが設計したと思われるでしょうが―

we designed this in '83.

And this is the model,

how it's going to work. So, it's the same system;

the vehicle is different. And that's the model.

What I'm trying to say is, I'm not trying

to prove which system of transport is better.

I'm trying to say we have to combine

重要なのは　全てのシステムを連携させ

all the systems, and with one condition:

never -- if you have a subway, if you have surface systems,

if you have any kind of system --

あらゆる種類のシステムがある場合

never compete in the same space.

決して同じ空間で競いあってはいけません

And coming back to the car, I always used to say

再び車の話題に戻りましょう 私はいつもこんなことを言っていました

that the car is like your mother-in-law:

車は姑みたいなものだと

you have to have good relationship with her,

姑とは良い関係を築かなければなりません

but she cannot command your life.

でも姑はあなたの人生を 支配することまではできません

So, when the only woman in your life is your mother-in-law,

人生で唯一の女性が姑だったら

you have a problem. (Laughter)

もう大変です

So, all the ideas about how to transform through design --

デザインを通して変化をどう起こすか そのアイデアが

old quarries and open universities and botanic garden --

古い採石場　大学　植物園

all of it's related to how we teach the children.

すべてのアイデアが　 子供たちをどう教えるかに関係してします

And the children, we teach during six months how to separate their garbage.

6 ヶ月間　子供たちにゴミを分別する方法を教えました

And after, the children teach their parents.

その後　子供たちが親に教えるのです

And now we have 70 percent --

そして現在　ゴミの分別率70%―

since 20 years, it's the highest rate of separation of garbage in the world.

20 年以来　世界で最も高い分別率です

Seven zero.

70%です

So teach the children.

I would like to say, if we want to have a sustainable world

持続可能な世界を持つためには

we have to work with everything what's said,

今言ったことに すべて取り組む必要があります

but don't forget the cities and the children.

I'm working in a museum and also a multi-use city,

私は現在　博物館やマルチユースの都市で働いています

because you cannot have empty places during 18 hours a day.

You should have always

生活の場と仕事の場を一つにできる

a structure of living and working together.

Try to understand the sectors in the city

that could play different roles during the 24 hours.

Another issue is, a city's like our family portrait.

もう一つの問題は都市は家族の写真のようなものです

We don't rip our family portrait,

家族の写真を切ったりできません

even if we don't like the nose of our uncle,

もしおじさんの鼻が気に入らなくてもです

because this portrait is you.

写真はあなた自身ですから

And these are the references that we have in any city.

これらはどの都市でもあてはまることです

This is the main pedestrian mall;

これはメインの歩道です

we did it in 72 hours. Yes, you have to be fast.

72 時間以内にできました そう　早く行う必要があります

And these are the references from our ethnic contribution.

これはブラジルから

This is the Italian portal,

これはイタリアのポータルです

the Ukrainian park, the Polish park, the Japanese square, the German park.

All of a sudden, the Soviet Union, they split.

ソビエト連邦は突然分裂しましたので

And since we have people from

Uzbekistan, Kazakhstan, Tajikistan, [unclear],

we have to stop the program.

Don't forget: creativity starts when you cut a zero from your budget.

And this is the Wire Opera theater. We did it in two months.

これは針金のオペラ劇場です 2ヶ月で完成させました

Parks -- old quarries that they were transformed into parks.

公園です　古い採石場を公園に変えました

Quarries once made the nature, and

採石場は自然に帰りつつあったが

sometimes we took this and we transformed.

ここに注目し変身させたのです

And every part can be transformed;

あらゆるものを変化させることができます

every frog can be transformed in a prince.

どんなカエルでも王子に変われるのです

So, in a city, you have to work fast.

都市の中では速く動くことが必要です

Planning takes time. And I'm proposing urban acupuncture.

計画には時間がかかります そこで提案するのは都市の鍼治療です

That means me, with some focal ideas to help the normal process of planning.

どういうことかと言うと　 通常の計画プロセスを支援するアイデアのことです

that you can always propose new materials -- new sustainable materials --

but keep in mind that we have to work fast

to the end, because we don't have the whole time to plan.

And I think creativity, innovation is starting.

And we cannot have all the answers.

it's important starting and having the contribution from people,
