Well, an idiom is a phrase or a sentence that has a different meaning from the individual words by themselves.

えー、語彙というのはフレーズや文章の意味がそこに含まれる単体の言葉の意味とは違うものです。

But a proverb is a sentence or a phrase, which is normally known by many people, and it's used to teach or to give knowledge.

でもことわざは、多くの人が良く知っている文章やフレーズで、教訓や知識を与える目的で活用されます。

So the proverb for today is: 'A bad workman blames his tools.'

というわけで、今日のことわざは、「A bad workman blames his tools ＝ 弘法筆を選ばず」です。

This means that if someone does a job very poorly, they will blame everything else but themselves.

これは何かをやって、上手にできないときに自分の能力ではなく他の物のせいにすることです。

So for example, they will blame the weather.

例えば、天気のせいにしたり、

They will blame the person that helped them.

手伝ってくれた人のせいにしたり

They will blame the equipment that they were using.

使った道具が悪いと文句を言ったりするけれど、

But they won't take responsibility for their actions.

自分の行動については責任を持たないのです。

They won't blame themselves, they will blame other things.

自分のせいにはしないで、他の物のせいにするわけですね。

So, the lesson that this proverb tries to teach is that if you do something badly, don't blame anything else.

ですから、このことわざが教えてくれるのは、何かを上手にできなくても他の何かのせいにはしてはいけない、ということです。

Take responsibility for your actions.

自分の行動には責任を持ちましょう。

For example, if the tools weren't very good, you should have got some different tools.

例えば、もし道具がイマイチだったのなら、別の道具を使うべきだったんです。

Or if the weather was bad, you should have done the job on a different day.

天気が悪かったなら、別の日に作業をすれば良かったっだけの話です。
