Fourteen years ago,

Growing Homeという 小さなシェルターの専務理事になりました

I became the executive director of a small shelter called Growing Home.

私の他に１人しかいない常勤のスタッフと

With the help of just one other full-time staffer

何百人もの 優しいボランティアの助けによって

and hundreds of caring volunteers,

私たちは年間約30世帯に 温かいベッドや 手料理や

we provided about 30 families a year with warm beds, home cooked meals,

様々なケアを提供してきました

and a lot of care.

資金はわずかでしたが 思いやりはたくさんありました

We had few resources, but a lot of heart.

One day I was walking down the hall of our shelter,

and a young woman with a baby and a toddler approached

and greeted me, "Teva!"

I did the, "Hey, how are you?"

相手は明らかに私を知っているけど 誰だか思い出せないときの決まり文句です

that I do when I don't actually recognize someone who clearly knows me.

「ジャッキーです 憶えてますか？

"I'm Jackie," she said, "do you remember me?

お母さんと このシェルターに 小さい頃いたんです」

I was in the shelter with my mom when I was a kid."

この瞬間 私は彼女を思い出しました

At this point, I did remember her.

頭が良くて元気いっぱいな 10代の女の子でした

She was a smart, energetic teen,

ほんの６年前は 高校１年生で

a freshman in high school just six years before,

未来への希望に溢れていました

full of hope for her future.

今では彼女自身も母となっていました

Now, she was a mom herself.

高校の最終学年で中退し

She'd dropped out of high school her senior year

地元の大型スーパーで 働いていました

and was working in the local box store.

「ここのシェルターは寝泊まりするのに とても安全で暖かい場所だったので

"I remembered your shelter was a such a safe, warm place to stay,"

子どもたちを連れて行く先を失くしたとき 思い出したんです」

she said, "so I thought of you when my kids and I lost our home."

私はその場に凍りつきました

I was horrified.

私たちのシェルターが地域の親の お決まりコースになってしまうなんて

I never thought our shelter would become a rite of passage

思ってもいませんでした

for parents in our community.

ジャッキーは 世代間連鎖による貧困の代表例です

Jackie was the face of intergenerational poverty,

でもそうなるはずではなかったのです

but she wasn't supposed to be.

私たちは貧困世帯に辛い時期の 居場所を提供するだけでなく

We aimed to help families achieve self-sufficiency,

自立の手助けをしようとしてきました

not just provide a temporary place to stay during a tough time.

We'd helped Jackie's family once.

彼女は成長し 高校を卒業し 良い仕事を得て

She was supposed to grow up, finish school, get a good job,

幸せで安定した生活を送るはずでしたが

and live a happy, stable life.

うまくいかなかったのです

She didn't make it.

うちの活動の方向性が間違っていると 気付いたのはこの時でした

And that's when I realized we were getting it all wrong.

これは憂慮すべき事態です 貧困の中で育つというストレスは

And this should worry us, because the stresses of growing up in poverty

発達過程にある子どもの脳回路を 恒久的に変えてしまうので

permanently alter the wiring in the brains of developing children,

回復力は低下し 身体面でも感情面でも

lowering their resilience and increasing their chances

深刻な問題を抱える確率が 増えてしまいます

for a number of serious physical and emotional problems.

研究によると 貧困世帯の子どもは 幼い時期から落ちこぼれてしまい

Studies tell us that kids in poverty fall behind early,

４歳になる頃には既に 同い年の

and that by the time they're four years old,

中流階級の子より１年半も 遅れてしまうそうです

they're already a year and a half behind their middle-class peers.

もし３年生になるまでに 読み書きができていない場合

And when they aren't reading proficiently by third grade,

高校を卒業できない可能性が ６倍も高くなります

they're six times less likely to finish high school.

この差を埋めることは ほとんど不可能です

It's almost impossible for them to catch up.

ジャッキーについて もう一度考えてみましょう

Now, think of Jackie again,

そしてジャッキーが 160万人いると考えてください

and multiply Jackie by 16 million,

because right now, we're failing the 16 million children

living in poverty in the U.S. today,

including 190,000 kids right here in Colorado.

That's enough kids to fill Mile High Stadium two and a half times.

What I realized that day is that Jackie isn't the failure,

私たちなのだと

we are.

この国では毎年１兆ドル以上を 貧困対策につぎ込んでおり

We spend over a trillion dollars each year on poverty in this country

世界でも屈指の 磐石な非営利セクターを誇ります

and have one of the most robust non-profit sectors in the world,

それなのに この国の貧困率は 他の先進国よりずっと高く

and yet our poverty rate is far higher than most of the developed world

国際競争の最大の相手である 中国の２倍です

and is more than double that of our biggest global competitor, China.

私たちが間違っているのは 主に三つの点です

I believe there are three main ways we're getting things wrong.

第１に 貧困対策の仕事を 思いやりの世界に丸投げしていること

First, we've relegated poverty work to the realm of the heart,

マザーテレサのような人々や 慈善家たちや チャリティや教会などに任せてしまっています

to the Mother Teresas, to the do-gooders, to the charities and the churches.

思いやりの心は間違いなく不可欠ですが それに甘えるのはおかしいと思います

And heart is absolutely essential, but my beef with leaving poverty there

私たちが取り組もうとしている問題の 深刻さと複雑さを

is that it's dismissive of the seriousness and the complexity

無視していることになるのですから

of the problem we are trying to address.

いくらスープ缶や 温かいベッドを提供しようとも

No matter how many cans of soup or warm beds we provide,

頭脳まで動員しない限り 貧困を解消することはできません

we will not solve poverty without our brains as well.

Too often we focus on the immediate human needs

それを作り出している 根本の問題に取り組んでいません

without addressing the issues that create them.

これは蔓延する糖尿病への対策として

It would be like responding to the diabetes epidemic

それで失明した人のための診療所を 増設するようなものです

by setting up more clinics for the blind.

次に 貧困から抜け出すという重責を

Next, we need to stop placing the burden of escaping poverty

貧困に苦しんでいる本人に 負わせるのは もう止めるべきです

on the individuals experiencing it

そして人々を貧困に縛り付けている 抑圧的な仕組みを取り払いましょう

and start breaking down the crushing systems that keep people there.

例えば 実際の問題は 社会構造にあるのにもかかわらず

Like when we try to help people escape poverty by achieving "self-sufficiency,"

貧困から脱け出すためにと 「自立」を促したりしています

when in fact what we have is a structural problem.

この国には生活賃金を得られない仕事が あまりに多く存在します

There are far too many jobs in our economy that just don't pay a living wage.

そういう仕事も全て必要かもしれませんが なら 新しい仕組みを作りましょう

Presumably we need all these jobs, so let's think of a way to structure it

フルタイムあるいは それ以上に働いている親たちが

so that parents who are working full time or more

家族を支えるのに充分な 稼ぎを得られるように

earn enough to support their families.

三つ子を産んだ後にシェルターに来た あるお母さんのことは

I'll never forget the mom who came into our shelter

一生忘れないでしょう

after giving birth to triplets.

生後２週間の未熟児たちが まだ集中治療室にいるのをよそに

Her two-week-old preemies were still in intensive care,

もうファストフード店の仕事に 復職していました

and she was already back at work at the fast food restaurant.

彼女が得ていた給与は 最低賃金どころか生活賃金にも届かず

Because she wasn't paid a minimum wage- a living wage, rather,

出産入院していた月の分は

and because she didn't get paid

給与が貰えなかったために

for that month she'd spent in the hospital,

家を失いました

she'd lost her home,

そして今では 残業をすることで

and now she was working overtime

子どもたちを連れ帰る場所を 手に入れようとしていました

to try to get a place to bring home her children.

毎晩仕事の終わった後には バスで２時間をかけて

Each night after work, she spent two hours on the bus

集中治療室の赤ちゃんたちに 会いに行っていました

to go and visit her babies in intensive care.

ある日は看護士から

One day she was crying because the nurse had chided her

赤ちゃんと充分な時間を過ごしていないと 注意されて 泣いていました

for not spending enough time with them.

現在のやり方における問題は両方とも 私たちの誤信に端を発しています

And these two flaws in our methodology stem from a flaw in our belief.

こうした貧困は 未来永劫続くものではありません

This kind of poverty will not always be with us.

成熟した社会につきものだ というわけでもありません

It is not the norm throughout the developed world.

なくすことができるのです

We can end it.

ジャッキーが帰ってきた あの日 私は振り出しに戻って

So that day when Jackie came back, I went back to the drawing board

貧困を実際に解消するために 何ができるか考え始めました

and I began to think about what we could do to actually solve poverty.

私たちは この国の片隅にある いちNPOに過ぎませんが

We're just one non-profit in one small corner of the country,

その日私は やり方を見直そうと

but I pledged that day to do better,

貧しい家族が直面する 難攻不落の障壁を突き止め

and to work with our families to identify and overcome

the impossible barriers that they're up against.

A new study from Harvard, in fact, shows a causal relationship

and your future earnings as an adult.

They've even been able to monetize a positive or a negative effect

for each year you live in a given county as a child.

Since we can't just take all the kids in our poor community

より豊かな郡に 移すことは不可能なので

and move them to more affluent counties,

貧しい子どもの住む地域を 変えていくことが私たちの目標です

our goal is to impact the place in which they live.

地域の幼い子どものいる家庭のうち

We aim to reach at least 60 per cent of the families with young children

少なくとも60%に 影響を与えるのが目標です

in our community.

変化が起きる仕組みを 考えてみてください

Think about how change happens.

私たち人間は社会的な生き物なので 社会的繋がりに進歩を促されます

We are social creatures urged towards progress by our social networks,

スマホが登場したときもそうでした

like when smartphones were new.

流行に鈍感な 私みたいな人間は最初は抵抗します

Those of us who were anything but early-adopters resisted at first.

でも大多数の友達や家族が スマホを持ち始めると同調するのです

But when a solid majority of our friends and family had them, we went along.

「まさか こんな風に タイピングするお父さんが…

I was like, "Jeez, if my dad, who types like this...

スマホを使えるんなら 私だって」ってね

can manage one, surely I can."

このような「転換点」を 作り出すことを目指しています

That's the tipping point we're trying to reach.

ここデンバー郊外で 2014年夏から 私たちは力を注ぐ方向を変えました

So, right here in suburban Denver in the summer of 2014,

近隣地域全体の活性化です

we shifted our efforts toward empowering one entire neighborhood,

あちこちの家族を バラバラに助けるのではなく

and rather than helping families here or there,

地域そのものの変革を 目標にしています

our goal is to transform the entire community.

私たちはこの縦横20区画の一帯を 「希望のコミュニティ」と呼んでいます

We call this 20-by-20 block area our "Blocks of Hope Community."

単に直接的なサービスを提供するより

Rather than merely providing direct services,

むしろ仕組みと政策を改良することで あるべき姿の実現を目指しています

we aim to build equity in our community by reforming systems and policies.

まず家をひとつひとつ訪ね

We began by going door-to-door,

地域の住民に この地域をどう思うかを聞き

to ask members of the community how they saw their community

もし助けが要るとしたら それは何かを見いだそうとしました

and to find out what help, if any, they needed.

なぜなら地域の住民に接触し

Because when you reach out to members of the community

プロセスに加わるよう 呼びかけると

and you invite them to be a part of the process,

主旨が「人々のために 何かをすること」から

it stops being about doing things for people,

「人々と共に何かをすること」に 変わるからです

and it becomes about doing things with people.

なぜ そうするのでしょう？

Why do this?

これは構造的な貧困をなくす取り組みの 規模を狭めたやり方だからです

Because it's a small scale approach to ending systemic poverty.

効果を最大化するため いくつか鍵となる戦略を活用しました

We utilize a couple of key strategies to maximize our impact.

第１に幼少期への介入です

The first is early childhood intervention.

もし子どもの学びへの準備を 幼稚園で整えてやることができ

We know that if we can prepare a child to learn in kindergarten

そのまま３年生まで順調に 軌道に乗せてあげられれば

and keep them on the path through third grade,

その子は成功の道のりへと 歩んでいけることがわかっています

that they will be on the path to success.

エコノミスト曰く この幼少期に１ドル投資するごとに

Economists say that for every dollar we invest here,

将来の公共投資を ７ドル節約できるそうです

we're saving about seven dollars in future public spending.

また私たちは 親子への同時介入を行います

We also use a dual-generation approach,

子どもたちのニーズだけではなく

addressing not only the needs of the children,

親たちの目標にも取り組むのです

but the goals of the parents as well.

それが再進学であろうと 在留資格を改善することであろうと

Whether it be going back to school, or working on their immigration status,

組合に参加することであろうと

or joining a union,

子どもと親が お互い 目標に取り組む姿を見ると

when kids and parents see each other working on their goals,

双方に良い刺激となるのです

the inspiration flows both ways.

活動の成果は上々です

And we're seeing great results.

１年目で 私たちは 最低限必要な60％の世帯のうち

In the first year, we were able to reach about a third of the families we need

約３分の１に 接触することができました

to reach that 60 per cent critical mass.

親たちの育児スキルは向上し

Parents are showing improved parenting skills,

学校運営への参加も上昇し

increased parent participation in schools,

そして家庭内の安定性も増しました

and better family stability.

私たちが支援した家族の90%以上が

Over 90 per cent of the families we served

スキルと知識において 数値的な改善を見せており

showed a measurable improvement in skills and knowledge

長期的にこれが 子どもたちにも より良い成果をもたらすはずです

that we know will result in better outcomes for their kids long term.

Two: we doubled the number of participating families

and we began to see neighborhood-level shifts.

Parents are going to the school in the evening to take parenting classes,

残業しなければいけないときは お互いの子どもたちの世話をしています

they're taking care of each other's kids when they have to work overtime,

新学期の保護者会は ご近所同士の関心事となりました

back-to-school night has become a neighborhood affair.

ある母親グループはマンションの敷地内への 遊技場の設置を取り付け

One group of moms got a playground built in their apartment building

さらに賃貸人に必要な 法的保護を求めて闘っています

and are fighting for needed renter protections.

他の親たちは公職者と会い 手頃な価格の住宅を

Other parents are meeting with elected officials

建設し 維持することが 非常に重要だと訴えています

to advocate for the critical need to preserve and build affordable housing.

There's a new sense of ownership in this community,

目標にする世帯数に達したら

and we're even more excited to see what happens

when we reach our target saturation.

If we continue on this trajectory,

地域と共に 地域のために 後々まで残る変化を起せると

I'm confident we'll make a lasting change with and for this community

自信を持っています

in Northwest Denver.

でも貧困は国全体で 解決しなければなりませんし

But we need to solve poverty nationally,

それは可能なことです

and we can.

これまでの他の歴史的偉業を 達成した方法を使うのです

We can do this the way we've achieved other historic accomplishments.

ポリオの治療法の発見や 月面着陸を目指していたとき

When we set out to cure polio or put a man on the moon,

we started by setting an audacious goal,

長い試行錯誤のプロセスへの 覚悟を決め

and committing to a long process of trial and error,

dedicating resources and research to the problem

and utilizing our experts.

We can do this again for this problem.

私たちは貧困の連鎖を続けさせまいと 固く誓わねばなりません

We must pledge that we will not allow this cycle to continue,

世界史上最大の経済圏たる この国では特にです

not in the biggest economy the world has ever known.

私たち誰にでも できることはあります 非営利団体や教会だけではありません

We all have a role to play, not just non-profits and churches,

企業や政府もそうです

but businesses and government too.

貧困は複雑な歴史が絡み 複雑な仕組みに影響された複雑な問題です

Poverty is a complicated problem with a complicated history,

ですから 圧倒されてしまうのも 無理はありません

impacted by complicated systems, and so it's easy to get overwhelmed

いつもやっていることに ただ舞い戻ってしまったり

and just go back to doing what we've always done

もっとひどいと 何もしなかったりです

or worse yet, do nothing at all.

この厳しい真実を認め 前に進みましょう

Let's acknowledge these tough truths and move forward.

貧困に生まれ 貧困に育ち 貧困に行き着いてしまったジャッキーを

Let's stop blaming Jackie for being born poor,

本人の失敗であるかのように 責めるのをやめましょう

for growing up poor, and ending up poor as though it's somehow her fault.

Instead, let's look at the systemic underpinnings of inequity

格差の根底をなす構造に 目を向けましょう

that perpetuate cycles of poverty.

Let's commit our hearts and our heads to solving this as a nation,

国全体で 貧困を解決しましょう

and not just in 20-square-block areas.

And let's invite the experts to the table,

in this case, members of the communities that are impacted.

We set out as one small non-profit to end poverty in our community.

Let's commit our vast resources to creating a tipping point as a nation,

so that we can stop treating the symptoms of poverty

貧困自体を根絶できるように

and end it once and for all.
