It is time to take stock of where we stand

9・11から およそ20年が 過ぎようとしています

and stop and think.

私達は自らの現状を理解し

It is time to ask ourselves,

立ち止まって考える時が 来ているのです

have the assumptions and policies

こう自問自答すべき時が 来ています

we developed in the wake of those tragic events

この悲劇的な出来事を きっかけに広がった

truly made us more secure?

通念や政策のお陰で

Have they made our societies, both in Europe and in the United States,

世界は本当に より安全になったのか？

more resilient?

そのお陰で 私達の欧米社会は

I've worked all my life in the field of security and defense,

強くなったのか？

and I am convinced that now, more than ever,

私はこれまでの人生を 安全保障と防衛の研究に捧げてきましたが

we need to radically reframe the way we think and act about security,

現在は これまで以上に 安全保障に関し

and especially about international security.

ことに国際安全保障に関し 考え 行動する方法を

By international security, I actually mean what we do,

徹底的に見直す必要があると 確信しています

how we prepare our countries

国際安全保障というのは

to better respond and prevent external threats,

外的脅威を防ぎ より良く対処するため

and how we protect our citizens.

何をし どう備えるか

The key to both

そして市民をどう守るか ということです

is to focus on protecting civilians,

これら双方の鍵となるのは

both in our own countries

市民を守ることに 注力するということです

and in those where we are present in the name of security.

自国の市民と

Now, this idea goes against the fixed narrative

安全の名の下に部隊を展開している 国の市民のどちらもです

that we developed over the past 20 years

さて この考え方は 過去20年に広まってきた

over what security is and how to get it,

「安全とは何で どう手に入れるか」についての

but that narrative is flawed, and worse, it is counterproductive.

通念に反しています

Over the past 20 years,

しかし その通念には欠陥があり 更に悪い事に それは逆効果なのです

both in the United States and in Europe,

過去20年間にわたり

we've come to accept that we must talk about security in zero sum terms,

欧州や米国において私達は

as if the only way to gain more security is by compromising on values and rights:

価値や権利を犠牲にするのが 更なる安全を得る唯一の方法だという

security versus human rights,

ゼロサム思考で 安全は議論すべきものと 受け入れるようになりました

safety versus freedom and development.

安全か それとも人権か

This is a false opposition.

安全か それとも自由や発展か

It just doesn't work like that.

これは誤った二項対立です

We need to recognize

そのように単純ではないのです

that security and human rights are not opposite values,

認識しなければならないのは

they are intrinsically related.

安全と人権は 対立する価値ではなく

After all, the most basic human right

本質的に関連している という事です

is the right to live and to be free from violence,

つまるところ 最も基本的な人権は

and a state's most basic responsibility

暴力を受けずに 生きる権利です

is to guarantee that right for its citizens.

国家の最大の責務とは

Conversely, if we think about communities all over the world

その市民に対し この権利を保障する事です

affected by war and conflict,

逆に 戦争や紛争の起こっている

it is insecurity and violence

世界中のコミュニティの事を 考えてみると

that stops them from achieving their full freedom and development.

市民の完全な自由や 発展を妨げているのは

Now, they need basic security just as much as we do

安全の欠如と 暴力なのです

and they need it so they can live a normal life

普通の生活を送り 人権を享受するため

and so that they can enjoy their human rights.

彼らにも私達と同じように 基本的な安全が必要です

This is why we need to shift.

だから私達は 変わらなければなりません

We need to acknowledge that sustainable security

持続可能な安全とは 人権という基盤の上に築かれ

builds on a foundation of human rights,

人権の促進と尊重に 立脚するのだと

builds on promoting and respecting human rights.

認識しなければ ならないのです

Also, over the past two decades,

また 過去20年にわたり 私達は

we have accepted that the best way to guarantee our own security

自身の安全を保障する最良の方法は 敵を打ち負かす事であり

is by defeating our enemies,

それを実行する為に

and to do that, we need to rely almost exclusively on the military.

専ら軍事力に頼る必要があると 信じてきました

Again, this clashes with my work, with my research,

しかし これは私の仕事や研究にも

with what I see in the field.

現場で目にしたことにも 反しています

What I see is that building sustainable security

私の見解では 持続可能な安全の確立は

has a lot less to do with crushing enemies,

敵を制圧する事や 戦場で敵に勝つ事とは

has a lot less to do with winning on the battlefield,

あまり関係がなく

and has a lot more to do with protecting victims

犠牲者を保護し 安定を確保する事に

and building stability.

大きく関係しています

And to do that, well, the military alone

その為 軍隊だけでは 単に不十分なのです

is simply insufficient.

だから 終わりのない 対テロ戦争を一旦保留し

This is why I believe we need to shelve the never-ending War on Terror,

それを「市民を守る」という 原則に基づく

and we need to replace it with a security agenda

安全保障計画に 置き換える必要があります

that is driven by the principle of protecting civilians,

その市民が どこの出身で どの国のパスポートを持ち

no matter where they are from, what passport they hold,

どこに住んでいようと 違いはありません

or where they live:

バンクーバーだろうと ニューヨークだろうと

Vancouver, New York,

カブール、モスル、アレッポ ドゥーマだろうと

Kabul, Mosul, Aleppo or Douma.

持続可能な安全について分かるのは

Sustainable security tells us that we're more likely

海外での取り組みが 現地の市民を守り

to have long-term security at home for ourselves

暴力のない尊厳ある市民生活を 保障する事に焦点を置くならば

if we focus our engagements abroad on protecting civilians

自国でも長期にわたる安全を保てる 可能性が高まるという事です

and on ensuring their lives are lived in dignity and free from violence.

例えば 私達は皆 ISISを打ち負かす事が

For example, we all know that defeating ISIS

安全の達成だと思っています

is a security achievement.

もちろんそうです

Absolutely.

しかし破壊された 家屋を建て直し

But rebuilding destroyed homes,

秩序を回復し

restoring order,

代表民主制政治を確立する事も

ensuring a representative political system,

同じくらいに重要であり

these are just as, if not more important,

イラクやシリアの市民の 安全の為だけでなく

and not just for the security of civilians in Iraq and in Syria,

私達自身の安全や 世界の安定の為にもなるのです

but for our own security and for global stability.

もっと基本的な事は

More fundamentally,

ISISの危険性は単に 彼らが保有する武器の数だけではなく

ISIS's danger should not just be counted in the number of weapons it holds

彼らが教育の機会を奪い 洗脳している 子供達の数も

but also in the number of children it has kept out of school

考えるべきということです

or indoctrinated.

これは安全という観点からです

This is from a security perspective.

安全という観点からすると

From a security perspective,

シリアの何百万人もの子供達が 学校へ行かず 戦争しか知らずに

the long-term generational impact of having millions of children in Syria

育つという長期間の影響は

growing up knowing only war and out of school,

ISISの武器を全て 合わせたよりも

this is a far more dangerous threat to stability

安定にとって 遥かに 危険な脅威であり

than all of ISIS's weapons combined,

私達はISISへの軍事的反撃に 費やすのと

and we should spend just as much time and just as much energy to counter this

同じくらいの時間やエネルギーを この事に費やすべきなのです

as what we spend when countering ISIS militarily.

過去20年にわたる安全政策は 短期的なものでした

Over the past two decades, our security policy has been short-term.

その場 その時の事だけに 焦点が当たってきたのです

It has focused on the here and now.

安全保障の名のもとで 私達がこんにち行なっている事と

It has systematically downplayed the link between what we do today

そうした選択の結果 もたらされる

in the name of security

長期的な影響との関係が 軽視されてきました

and the long-term impact of those choices.

9・11以降

In the years after 9/11,

私達が実行して来た

some of the choices,

選択や政策のせいで

some of the policies we've implemented

長期的に私達はおそらく より安全でなくなったのです

have probably made us less, not more secure in the long term.

持続可能で 市民重視の安全のためには

Sustainable, civilian-centered security

長期的に何が起こるかを 考える必要があります

needs to look at what happens in the long term.

例えば

Again, for example,

遠くの国々の敵を標的にした ドローンの使用は一種の手段です

relying on drones to target enemies in faraway countries may be a tool.

それはアメリカへ 差し迫った攻撃の脅威を

It may be a tool to make sure or to lessen the threat

確かめ あるいは減らす 手段かもしれません

of an imminent attack on the United States.

でも長期的な影響という点では どうでしょうか？

But what about the long-term impact?

市民が殺されたら

If civilians are killed,

コミュニティが標的にされたら

if communities are targeted,

戦争、紛争、トラウマ、過激化の 悪循環を生み出す事になり

this will feed a vicious circle

それは 私達がこんにち 直面している

of war, conflict, trauma and radicalization,

非常に多くの安全上の困難の 核心にあるものなのです

and that vicious circle is at the center of so many of the security challenges

これでは長期にわたる 安全には繋がりません

we face today.

私達には民間の安全保障が 必要なのです

This will not make us safer in the long term.

それは持続可能で 市民重視の安全保障であり

We need civilian security,

今すぐ必要なものです

we need sustainable civilian-centered security,

この概念についての 考察と研究を促し

and we need it now.

実行に移す必要があります

We need to encourage thinking and research around this concept,

私達は危険な世界に 生きています

and to implement it.

平和への脅威や紛争が 数多く起こっています

We live in a dangerous world.

9・11後の日々のように

We have many threats to peace and conflict.

私達は 国際安全について 考えざるを得なくなりましたが

Much like in the days after 9/11,

過去20年にわたる教訓を 学ばなければなりません

we simply cannot afford not to think about international security.

安全保障を正しく 機能させるためには

But we have to learn the lessons of the past 20 years.

長期的に考える必要があります

To get it right, to get security right,

市民を守る事に 焦点を合わせねばなりません

we need to focus on the long term.

そして持続可能な安全は 人権という基盤の上に立つという

We need to focus on protecting civilians.

事実を認め 尊重せねばなりません

And we need to respect and acknowledge the fact

そうしないと 安全という名の下に

that sustainable security builds on a foundation of human rights.

私達は世界を

Otherwise, in the name of security,

今よりも遥かに危険で 不安定な場所にしてしまう

we risk leaving the world

リスクがあるのです

a far more dangerous and unstable place
