In the sentence, if he or she fits, use who,

This is because to effect change is a set verb phrase.

正解はthatです

are？is？

Because that is used in defining clauses.

oneは単数なのでisとペアです

Is it are or is?

whoseでしょうか、それともwho's？ 発音は同じですね

アポストロフィがついているwho'sか、seがついているwhoseかです

And this is because if you think about it

なぜなら、whoseは所有代名詞だからです

like neither one of us is intelligent enough.

そして、who'sはwhoとisを省略した形です

One goes with is cause it's singular.

Number five, ... bag is that?

hadでしょうか、would haveでしょうか？

Is it whose or who's? they sound the same

This is because whose S-E is a possessive pronoun

but it's not grammatically correct.
