She couldn't wait to get out of her parents' house,

and to prove to her new friends that she belongs.

She heads to a campus party

where she sees a guy that she has a crush on.

Let's call him Mike.

The next day, Hannah wakes up with a pounding headache.

She can only remember the night in flashes.

But what she does remember is

throwing up in the hall outside Mike's room

and staring at the wall silently while he was inside her,

She doesn't feel good about what happened,

One in five women and one in 13 men will be sexually assaulted

at some point during their college career in the United States.

アメリカでは ５人に１人の女性、13人に１人の男性が

Less than 10 percent will ever report their assault to their school

大学生活のどこかの時点で 性的被害にあうとされています

or to the police.

その内 10%にも満たない被害者が 学校や警察に通報しますが

And those who do, on average, wait 11 months to make the report.

通報するまでには平均して 11ヶ月を要しています

Hannah initially just feels like dealing with what happened on her own.

ハンナは初めは 自身に起きたことを 一人で対処できると思っていましたが

But when she sees Mike taking girls home from parties,

マイクが女の子たちをパーティーから 部屋へ連れて行くのを見て

she's worried about them.

After graduation, Hannah learns

that she was one of five women who Mike did the exact same thing to.

And this is not an unlikely scenario

because 90 percent of sexual assaults

are committed by repeat offenders.

But with such low reporting rates,

it's fairly unlikely that even repeat perpetrators will be reported,

much less anything happen if they are.

In fact, only six percent of assaults reported to the police

end with the assailant spending a single day in prison.

Meaning, there's a 99 percent chance that they'll get away with it.

This means there's practically no deterrent to assault

in the United States.

Now, I'm an infectious disease epidemiologist by training.

私は感染症疫学者として 教育を受けました

I'm interested in systems and networks

システムとネットワークに関心があります

and where we can concentrate our resources to do the most good.

So this, to me, is a tragic but a solvable problem.

So when the issue of campus assault started hitting the news a few years ago,

数年前 大学での暴行事件がニュースで 取り上げられるようになってきた頃

it felt like a unique opportunity to make a change.

And so we did.

そして 動き出したのです

We started by talking to college survivors.

大学での被害者たちと 話し合いを始めました

And what they wish they'd had in college is pretty simple;

彼女たちが大学にあればと願うものは とてもシンプルで―

they wanted a website,

ウェブサイトでした

one they could use at the time and place

時間や場所を選ばずに 必要な時に

that felt safest to them

安心して使えるもの

with clearly written information about their reporting options,

通報に関する選択肢が 明確に記載されて

with the ability to electronically report their assault,

初めの手続きが 信じてくれるかどうかもわからない

rather than having the first step

誰かに話すのではなく

to go in and talk to someone who may or may not believe them.

コンピューター上で暴行の 通報を済ませられるもの

With the option to create a secure, timestamped document

まだ 通報の決心がつかなくても 証拠として

of what happened to them,

事件について

preserving evidence even if they don't want to report yet.

And lastly, and perhaps most critically,

最後になりますが 最も重要なのは

with the ability to report their assault

暴行が通報されるのは 他の誰かが

only if someone else reported the same assailant.

You see, knowing that you weren't the only one changes everything.

あなただけが被害者ではないと 知ることで すべてが変わるのです

It changes the way you frame your own experience,

自身の体験に対する 認識も変わりますし

it changes the way you think about your perpetrator,

犯人に対しての考え方も変わります

it means that if you do come forward,

you'll have someone else's back and they'll have yours.

あなたを支える誰かがいて 彼らにはあなたがいるのです

We created a website that actually does this

私たちは 実際にこれを行う ウェブサイトを作成し

and we launched it [...] in August,

２つの大学のキャンパスで 稼動し始めました

on two college campuses.

８月のことです

And we included a unique matching system

他にはないマッチングシステムを 組み込みました

where if Mike's first victim had come forward,

マイクによる最初の被害者が届け出て

saved her record, entered into the matching system

記録を保存し マッチングシステムに進み

and named Mike,

マイクのファイルを作成

and Mike's second victim had done the same thing

そして マイクの２番目の被害者が 数ヵ月後に

a few months later,

they would have matched

記録がマッチし

and the verified contact information of both survivors

２人の被害者の 認証済みの連絡先が

would have been sent to the authorities at the same time

for investigation and follow up.

If a system like this had existed for Hannah and her peers,

もし このようなシステムが ハンナと同級生のためにあったとしたら

it's more likely that they would have reported,

that they would have been believed,

信じてもらえたでしょうし

and that Mike would have been kicked off campus,

マイクはキャンパスから放り出され

gone to jail, or at least gotten the help that he needed.

And if we were able to stop repeat offenders like Mike

もし マイクのような再犯者を

after just their second assault following a match,

survivors like Hannah would never even be assaulted

in the first place.

We could prevent 59 percent of sexual assaults

早期の段階で 再犯を止めることで 59%もの性的暴行を

just by stopping repeat perpetrators earlier on.

And because we're creating a real deterrent to assault,

for perhaps the first time,

maybe the Mikes of the world would never even try to assault anyone.

The type of system I'm describing,

the type of system that survivors want

meaning an entity that holds on to information for you

and only releases it to a third party

when certain pre-agreed upon conditions are met,

such as a match.

The application that we built is for college campuses.

But the same type of system could be used in the military

同じようなタイプのシステムは 軍隊や職場でも

or even the workplace.

We don't have to live in a world

私たちは 99%のレイプ犯が

where 99 percent of rapists get away with it.

逃げおおせるような世界に 生きなくても良いのです

We can create one

私たちは―

where those who do wrong are held accountable,

間違ったことをした者は責任を負い

where survivors get the support and justice they deserve,

被害者には援助と しかるべき正義が

where the authorities get the information they need,

当局は必要とする情報を得られる

and where there's a real deterrent

そして 他人の権利を侵すものには

to violating the rights of another human being.

抑止力が働く世界を作ることが出来るのです
