I have never, ever forgotten the words of my grandmother

who died in her exile:

Almost two years have passed

リビア革命が勃発してから およそ２年が経ちました

since the Libyan Revolution broke out,

inspired by the waves of mass mobilization

in both the Tunisian and the Egyptian revolutions.

I joined forces with many other Libyans inside and outside Libya

私は国内外のリビア人勢力に加わりました

to call for a day of rage

怒りの声を上げ

and to initiate a revolution against the tyrannical regime of Gaddafi.

カダフィによる独裁政権に対する 革命を起こすためです

And there it was, a great revolution.

こうして大革命が始まったのです

Young Libyan women and men were at the forefront

若いリビア人が男女問わず 最前線に立ちました

calling for the fall of the regime,

独裁政権の打倒を叫びました

raising slogans of freedom, dignity, social justice.

自由 尊厳 社会的公正のスローガンを掲げて

They have shown an exemplary bravery

彼らは民衆に勇気を見せつけたのです

in confronting the brutal dictatorship of Gaddafi.

カダフィの残忍な独裁政権を糾弾することによって

They have shown a great sense of solidarity

彼らは結束の強さを教えてくれました

from the far east to the far west to the south.

国の東西の端々 そして南部に至るまで

Eventually, after a period of six months of brutal war

６ヶ月にわたる凄惨な戦争の結果

and a toll rate of almost 50,000 dead,

we managed to liberate our country and to topple the tyrant.

However, Gaddafi left behind a heavy burden,

a legacy of tyranny, corruption and seeds of diversions.

For four decades Gaddafi's tyrannical regime

destroyed the infrastructure as well as the culture and the moral fabric of Libyan society.

Aware of the devastation and the challenges,

I was keen among many other women to rebuild the Libyan civil society,

calling for an inclusive and just transition

to democracy and national reconciliation.

Almost 200 organizations were established in Benghazi

during and immediately after the fall of Gaddafi --

After a period of 33 years in exile, I went back to Libya,

and with unique enthusiasm,

I started organizing workshops

on capacity building, on human development of leadership skills.

With an amazing group of women,

I co-founded the Libyan Women's Platform for Peace,

「リビア女性による平和を目指す会」を立ち上げました

a movement of women, leaders, from different walks of life,

多様な経験を持つ女性の活動や 指導者を支援し

to lobby for the sociopolitical empowerment of women

女性の社会政治参加を促すように求めたり

and to lobby for our right

民主主義の形成や平和活動に 女性も等しく共同参画できるよう 働きかけるためです

for equal participation in building democracy and peace.

I met a very difficult environment in the pre-elections,

an environment which was increasingly polarized,

an environment which was shaped by the selfish politics of dominance and exclusion.

I led an initiative by the Libyan Women's Platform for Peace

「リビア女性による平和を目指す会」によって 私は率先して

to lobby for a more inclusive electoral law,

より多くの人の選挙による 法律の制定を求めました

a law that would give every citizen, no matter what your background,

どんな生い立ちの人であっても 全ての市民に 投票と立候補の権利を与えること

the right to vote and run,

and most importantly to stipulate on political parties

Eventually, our initiative was adopted and successful.

Women won 17.5 percent of the National Congress

女性が17.5%の国会議席を勝ち取ったのです

in the first elections ever in 52 years.

過去52年間の選挙で初めてのことです

However, bit by bit, the euphoria of the elections,

and of the revolution as a whole,

was fading out --

for every day we were waking up to the news of violence.

of the murder of the American ambassador and the attack on the consulate.

of the assassination of army officers.

And every day, every day we wake up with the rule of the militias

毎日毎日 私たちは 市民軍の統治下で目覚めます

and their continuous violations of human rights of prisoners

彼らは 囚人たちに対する人権侵害を やめようとせず―

and their disrespect of the rule of law.

Our society, shaped by a revolutionary mindset,

became more polarized

and has driven away from the ideals and the principles --

freedom, dignity, social justice --

Intolerance, exclusion and revenge

became the icons of the [aftermath] of the revolution.

I am here today not at all to inspire you

with our success story of the zipper list and the elections.

I'm rather here today to confess

むしろ 皆さんに告白しに来ました

that we as a nation took the wrong choice, made the wrong decision.

We did not prioritize right.

For elections did not bring peace and stability and security in Libya.

選挙ではリビアには平和や安定 安全をもたらすことはできませんでした

Did the zipper list and the alternation between female and male candidates

男女交互の選挙候補者リスト 「ジッパーリスト」によって

bring peace and national reconciliation?

国民は融合されたでしょうか？

No, it didn't.

いいえ 無理でした

What is it, then?

何が問題なのでしょう

Why does our society continue to be polarized and dominated

なぜ私たちの社会は 今も バラバラで支配的なのでしょう

with selfish politics of dominance and exclusion, by both men and women?

支配的で排他的で 利己的な政治のせい？ それも男女両性による？

Maybe what was missing was not the women only,

足りていなかったのは「女性」だけでなく

but the feminine values of compassion, mercy and inclusion.

「女性的な価値感」かもしれません 同情や慈悲 そして包容です

Our society needs national dialogue and consensus-building

私たちの社会に必要なのは 国民の対話と総意の構築です

more than it needed the elections,

対立を助長しただけの選挙以前に 必要なものだったのです

which only reinforced polarization and division.

Our society needs the qualitative representation of the feminine

私たちの社会は「女性の品性」を必要としていて

more than it needs the numerical, quantitative representation of the feminine.

それは 量的な意味での「女性の人数」以上に  大切なことだったのです

We need to stop acting as agents of rage and calling for days of rage.

私たちは怒りに動かされたり 抗議行動を呼びかけたりすることをやめ

We need to start acting as agents of compassion and mercy.

同情や慈悲の行動を起こさなくてはなりません

We need to develop a feminine discourse

女性の言葉で解決法を探さなくては

that not only honors but also implements

心掛けだけではなく 実行するのです

mercy instead of revenge, collaboration instead of competition,

慈悲を 報復の代わりに 協力を 競争の代わりに

inclusion instead of exclusion.

包容を 排除の代わりに

These are the ideals that a war-torn Libya

これが 戦争でバラバラになったリビアが 平和達成のため 切に掲げる理想です

needs desperately in order to achieve peace.

For peace has an alchemy,

平和への秘策があるのです

and this alchemy is about the intertwining, the alternation

between the feminine and masculine perspectives.

That's the real zipper.

And we need to establish that existentially

before we do so sociopolitically.

According to a Quranic verse

コーランの言葉によると

"Salam" -- peace -- "is the word of the all-merciful God, raheem."

「サラーム（平和）」とは 慈悲深い神 ラヒームのことを指します

In turn, the word "raheem," which is known in all Abrahamic traditions,

また アブラハムの伝統で指す「ラヒーム」は

has the same root in Arabic as the word "rahem" -- womb --

アラビア語の「ラヘム（子宮）」と 同じ語源なのです

symbolizing the maternal feminine encompassing all humanity

慈愛を含む 女性の母性を象徴する言葉です

from which the male and the female,

男性 女性 両性によって そして

from which all tribes, all peoples, have emanated from.

すべての部族 すべての人々によって 発せられるものです

And so just as the womb entirely envelopes the embryo, which grows within it,

つまり子宮がその中で育つ胎児を包み込むように

the divine matrix of compassion nourishes the entire existence.

慈悲に満ち溢れた神聖な母体によって すべての存在が生かされています

Thus we are told that "My mercy encompasses all things."

私たちはこう教えられています 「私の慈悲はすべてを包み込む」

Thus we are told that "My mercy takes precedence over my anger."

私たちはこう教えられています 「私の慈悲は怒りを超越する」

May we all be granted a grace of mercy.

私たちがみな 慈悲の恩寵を与えられますように
