I'll try to speak a little bit today about a phenomenon

本日お話しするのは 世界を変える力を持つ

which can, and actually is changing the world,

ある現象についてです

and whose name is people power.

すなわち「人民の力」です

I'll start with an anecdote,

Here it is.

It is December 15, 2010.

未来が見える 正確な未来だ

Somebody gives you a bet: you will look at a crystal ball,

ただその未来を世界に伝えなくてはいけない」

and you will see the future; the future will be accurate.

好奇心を抑えきれず あなたは賭けに乗ってしまいます

But you need to share it with the world.

水晶を覗き込んだあなたは 一時間後

OK, curiosity killed the cat, you take the bet,

全国放送のテレビ番組のトーク番組で

you look at the crystal ball.

何が見えたかを話しています

One hour later, you're sitting in a building of the national TV,

「2011年末までには ベン・アリ と ムバラク

in a top show, and you tell the story.

そしてカダフィは失脚 そして起訴されるだろう」

Before the end of 2011,

「イエメンのサレハとシリアのアサドにも 国民は

Ben Ali, and Mubarak, and Gaddafi would be down,

立ち向かい あるいは既に失脚に追いやっているだろう」

and prosecuted.

「オサマ・ビン・ラディンは死んでいるし

Saleh of Yemen and Assad of Syria

ラトコ・ムラディッチはハーグで裁判にかけられているだろう」

would be either challenged, or already on their knees.

番組の司会者は あなたを不思議そうに見つめます

Osama bin Laden would be dead,

あなたは加えて話します―

and Ratko Mladic would be in the Hague.

Now, the anchor watches you with a strange gaze on his face.

アラブ諸国の人民に刺激を受けて

And then, on top of it you add:

社会正義を求めてデモを起こすでしょう」

"And thousands of young people from Athens, Madrid and New York

次の瞬間 白を装った二人の男性が現れ

will demonstrate for social justice, claiming they are inspired by Arabs."

こんな風変わりなシャツを着せ

Next thing you know, two guys in white appear,

精神科病院へと連行します

they give you the strange t-shirt,

というわけで 悪人達にとっての大きな脅威となる

take you to the nearest mental institution.

ある現象について詳しく話しましょう

So I would like to speak a little bit

すなわち「人民の力」という現象です

about the phenomenon which is behind what already seems to be

「人民の力」は 以前からありました

a very bad year for bad guys.

ガンディーが インドから英国帝国を追い出すのを助け

And this phenomenon is called people power.

キング牧師の歴史的な人種差別への勝利を助けました

Well, people power has been there for a while.

レフ・ワレサが ここポーランドから 100万人のソビエト軍を

It helped Gandhi kick the Brits from India,

追放するのも人民の力によって可能になりました

it helped Martin Luther King win his historic racial struggle.

知ってのとおり ソビエト連邦の終わりの始まりでした

It helped a local, Lech Walesa,

それに対して 現代の人民の力にある新しい要素を

to kick out one million Soviet troops from Poland,

本日皆さんにお話しします

and in beginning the end of the Soviet Union as we know it.

それは 学習を通して人に伝授できる 非暴力的闘争で

So what's new in it?

勝利するための 諸ルールとスキルがあるということです

What seems to be very new,

これが本当なら 我々もその運動の一部になれます

which is the idea I would like to share with you today,

一つ目は 分析的スキルです

is that there is a set of rules and skills

まず 中東を見てみましょう

which can be learned and taught

我々は 中東に対して完全に間違ったイメージを

in order to perform successful nonviolent struggle.

持ってきました

If this is true, we can help these movements.

冷蔵庫のように凍った地域であると考えてきました

Well, the first one - analytic skills.

また その冷蔵庫には２種類の食品しかないのです

I'll try where it all started in the Middle East.

ムバラクやベン・アリのような 軍事独裁者を象徴するステーキ　あるいは

And for so many years,

we were living with a completely wrong perception of the Middle East.

テヘラン風の神権政治のジャガイモです

It was looking like the frozen region.

しかし その冷蔵庫が開いて出て来て 世界を驚かせたのは

Literally a refrigerator.

何百万もの 変革を求める主に非宗教的な若者でした

And there were only two types of meal there.

これを予想できなかった理由は 人口統計を見逃していたからです

Steak, which stands for a Mubarak-Ben Ali type of military police dictatorship,

エジプト人の平均年齢は24才で

or a potato, which stands for a Tehran type of theocracies.

ムバラク元大統領が政権を取ったのは31年前です

And everybody was amazed when the refrigerator opened,

彼の体制は期限切れでした

and millions of young, mainly secular people

アラブ諸国の若者は ある朝それに気付き

stepped out to do the change.

自分達の持つ力を認識したのです

Guess what - they didn't watch the demographics.

そして あの革命が起きました

What is the average age of an Egyptian? 24.

他のアラブ諸国で独裁者に立ち向かう若者の持つ

How long was Mubarak in power? 31.

ルール 道具 戦略 言語についても同じことが言えます

So, this system was just obsolete, they expired.

それらは正直 現在38才の私には違和感があります

And young people of the Arab world have awakened one morning,

ヨーロッパで抗議をする若者の年齢はどうでしょう

and understood that power lies in their hands.

アラブ諸国の若者と類似していますよね

The rest is the year in front of us.

もう一つ例を上げましょう

And guess what? The same Generation Y,

私は世界中のいろんな人にお会いします

with their rules, with their tools, with their games,

学者や教授や博士などです

and with their language, which sounds a little bit strange to me.

彼らはいつも 次のような条件を並べます

I'm 38 now.

「人民の力が効果を持つのは 政権の抑圧が強すぎない時だけである」

And can you look at the age of the people on the streets of Europe?

「人民の力が働くのは 人口の年間年収が

It seems that Generation Y is coming.

XとYの間の時である」

Now, let me set another example.

「人民の力が働くには国外からの促しが必要である」

I'm meeting different people throughout the world,

「人民の力が働くのは石油がない時だけである」など

and they are, you know, academics, and professors, and doctors,

もちろん 何らかの条件はあるでしょう

and they will always talk conditions.

しかし それらの条件よりも 人々が持つ能力の方が この種の闘いにおいて

They will say: "People power will work only if the regime is not too oppressive."

より重要だということが分かってきたのです

They will say: "People power will work,

その能力とは 結束力 計画力

if the annual income of the country is between X and Z."

そして非暴力原則の維持です

They will say: "People power will work only if there is a foreign pressure."

例を挙げましょう

They will say: "People power will work only if there is no oil."

私はセルビアという国から来ました

And, I mean, there is a set of conditions.

我が国では バルカン半島の独裁者 スロボダン・ミロシェビッチに対して

Well, the news here is that your skills during the conflict

18人の野心的な野党党首が 一人の統一候補の下に

seem to be more important than the conditions.

結集するまで10年かかりました

Namely, the skills of unity, planning, and maintaining nonviolent discipline.

それが達成された日は我々の勝利の日となりました

Let me give you an example.

エジプト人がタハリール広場に集結したとき

I come from a country called Serbia.

彼らは個々人のシンボルを消し

It took us 10 years to unite 18 opposition party leaders,

代わりにエジプトの国旗のみを掲げて抗議をしました

with their big egos, behind one single candidate

対照的な例としては

against the Balkan dictator Slobodan Milosevic.

ルカシェンコ大統領に対抗して争っている 9人の候補者たちです

Guess what? That was the day of his defeat.

どうなるかは明白です

You look at the Egyptians, they fight on Tahrir Square,

従って結束は重要で また達成可能なことです

they get rid of their individual symbols,

計画性も然り　自然発生の非暴力革命が

they appear on the street only with the flag of Egypt.

成功した話があれば それは嘘です

I will give you a counter-example.

そんなものは存在しません

You see nine presidential candidates running against Lukashenko,

警察や軍隊と友好関係を築こうとする

you all know the outcome.

前線の若者の裏には

So unity is a big thing.

必ず計画があるのです

And this can be achieved.

最後に 非暴力の原則ですが

Same with planning.

これがおそらく大変革の鍵でしょう

Somebody has lied to you

非暴力の方針を貫けば いずれは闘いに勝利します

about the successful and spontaneous nonviolent revolution.

10万人の非暴力的なデモ行進で

That thing doesn't exist in the world.

石を投げつけるふざけた扇動者がたった一人でもいれば

Whenever you see young people in front of the row

カメラが集中するのは当然その一人です

trying to fraternize with the police or military,

たった一度の暴力行為が

somebody was thinking about it before.

全運動を台無しにするのです

Now, at the end, nonviolent discipline.

次の話は

And this is probably the game-changer.

戦略・戦術の選び方についてです

If you maintain nonviolent discipline,

非暴力闘争において守るべきルールというものがあります

you'll exclusively win.

まず 小さな活動から始め

You have 100,000 people in a nonviolent march,

次に 勝てる闘いを選んで活動します

one idiot or agent-provocateur throwing a stone.

この部屋には200人しかいません

Guess what takes all the cameras.

この人数で 百万人の行進を企てられませんが

That one guy.

夜中に クラクフ中にスプレーペイントで主張を

One single act of violence can literally destroy your movement.

広めれば 街中の人がそれに気づきます

Now, let me move to another place.

イベントに合う戦略を選ぶのです

It's the selection of strategies and tactics.

特に 普及を促す小さな仕掛けが

There are certain rules in nonviolent struggle you may follow.

暴力的抑圧に対して有効です

First, you start small.

ご覧頂いている写真は

Second, you pick the battles you can win.

史上最高の戦略の一つです

It's only 200 of us in this room.

We won't call for the march of a million.

イスラム主義者に乗っ取られてしまうことを

But what if we organized the spraying of graffiti throughout the night,

ずっと恐れていました そこでキリスト教徒が

all over Krakow.

広場で祈るイスラム教徒を守り コプト教徒の結婚式が

The city will know.

何千人ものイスラム教徒に祝われるように組織したのです

So, we pick tactics accommodated to the event,

これは世界の見る目を変えました

especially this thing we call the small tactics of dispersion.

そしてこの裏にはしっかり計画があったのです

They're very useful in violent oppression.

つまり 一カ所に集まって警察隊の前で

We are actually witnessing the picture of one of the best tactics ever used.

怒鳴ったり力を誇示するデモ以外に

It was on Tahrir square,

我々にできることはたくさんあります

where the international community was constantly frightened

またこの他に大変重要な力学が働きます

that, you know, the Islamists will overtake the revolution.

情勢分析で見逃される力学です

What they organized --

つり合いの片側は恐怖と無関心で

Christians protecting Muslims where they are praying,

もう一方は情熱とユーモアです

a Coptic wedding cheered by thousands of Muslims,

ビデオゲームをイメージしてください

the world has just changed the picture,

恐怖が大きい地点からスタートします

but somebody was thinking about this previously.

しかし 情熱が上昇すれば 恐怖は減少します

So there are so many things you can do

２日目には 人々は警察から逃げてくるのではなく

instead of getting into one place,

警察へ向かって行くようになります

shouting, and you know, showing off in front of the security forces.

エジプトで 何か特別な力が働いているのは明白です

Now, there is also another very important dynamic.

それはユーモアの力で 大変革の鍵となる強力な要素です

And this is a dynamic that analysts normally don't see.

ポーランドでもその力は圧倒的でした

This is the dynamic between fear and apathy on the one side,

セルビアでちょっと変わった学生だった私と少数の仲間達は

and enthusiasm and humor on another side.

ある日大々的ないたずらを行いました

So, it works like in a video game.

大きなドラム缶に

You have the fear high, you have status quo.

当時の大統領の写真を張り付け

You have the enthusiasm higher,

街の中心におきました　上には穴があいていて

you see the fear is starting to melt.

人々はその中にお金を入れて

Day two, you see people running towards the police

バットで大統領の顔を叩くことができました

instead of from the police, in Egypt.

私達は近くのカフェでそれを眺めていたのですが

You can tell that something is happening there.

発する音は大きいために 数分もしないうちに

And then, it's about the humor.

それを叩きたい人で長蛇の列ができました

Humor is such a powerful game-changer,

イベントのハイライトはそれではなく

and of course, it was very big in Poland.

警察が現れた時に始まりました

You know, we were just a small group of crazy students in Serbia

私達は 離れたカフェから眺めていただけですから

when we made this big skit.

警察は私達を逮捕することも 見つけることもできません

We put the big petrol barrel

子供連れの買い物客を逮捕するわけにもいきません

with a portrait of Mr. President on it, in the middle of the Main Street.

そして彼らは最も愚かな行動を取りました

There was a hole in the top.

ドラム缶を逮捕したのです　そうして

So you could literally come, put a coin in,

警察が つぶれた大統領の顔のドラム缶を

get a baseball bat, and hit his face.

パトカーへと引きずる光景が実現しました

Sounds loud.

新聞社のカメラマンにとって 最高のシャッターチャンスでした

And within minutes,

このような事は簡単で

we were sitting in a nearby café having coffee,

ユーモアの力を使えばいいのです

and there was a queue of people waiting to do this lovely thing.

ユーモアの力は実は 権力者に大きな打撃を与えます

Well, that's just the beginning of the show.

自らをあまりにも堅苦しく捉えている人間ですから

The real show starts when the police appears.

権力者はバカにされると傷付くのです

(Laughter)

さて世間は インターネットに熱狂していますね

"What will they do?"

もちろん便利ではありますが フェイスブックや

Arrest us? We were nowhere to be seen.

ツイッターを革命の中心と早合点してはいけません

We were like three blocks away, observing it from our espresso bar.

実質と道具を混同しないでください

Arrest the shoppers, with kids?

インターネットなどの ニューメディアが便利なのは事実です

Doesn't make sense.

物事をより速く より安く行えます

Of course, you could bet, they did the most stupid thing.

また 匿名性には参加者を保護する効果も 少なからずあります

They arrested the barrel.

また 匿名性には参加者を保護する効果も 少なからずあります

And now, the picture of the smashed face on the barrel,

また別のインターネットの力の例をスクリーンに映しました

with the policemen dragging it to the police car,

非暴力運動により 政府の暴力行為にスポットライトを当てられるのです

that was the best day for newspaper photographers

これは「僕達は皆 ハリード・サイードだ」というグループです

that they will ever have.

エジプトのワエル・ゴニムとその友人達が立ち上げました

So, I mean, these are the things you can do.

これは警察からひどく暴力を受けた少年の写真です

And you can always use humor.

これにより彼は世に知られ おそらく

There is also one big thing about humor,

権力者を追放した最後の一手であったでしょう

it really hurts.

しかし悪い面もあります

Because these guys really are taking themselves too seriously.

非暴力闘争は現実社会で実らせるものです

When you start to mock them, it hurts.

民主化や経済構造の面で

Now, everybody is talking about His Majesty, the Internet,

社会に変革を起こすには 画面を見つめて

and it is also a very useful skill.

クリックするだけでは足りません

But don't rush to label things like "a Facebook Revolution,"

冒さなければいけないリスクがあり 実際に

"Twitter Revolution."

そうして勝利を収めている人間がいるのです

Don't mix the tools with the substance.

アラブ世界の将来については皆が知りたがっています

It is true that the Internet and the new media are very useful

アラブ世界の若者達によって

in making things faster and cheaper.

３人の独裁者は倒れ

They also make it a bit safer for the participants,

ヨルダンやモロッコの賢い王様を説得し 力を借り

because they give partial anonymity.

地域革命も実現できましたが

We're watching the great example of something else the Internet can do.

行く末はまだ見えません

It can put the price tag of state-sponsored violence

エジプトとチュニジアの人々が革命を貫き通せるのか

over a nonviolent protester.

諸革命が残虐な民族あるいは地域紛争に終わるのか

This is the famous group "We are all Khaled Said,"

既に幾千人を殺した残酷な暴力が

made by Wael Ghonim in Egypt, and his friend.

日々繰り返される中 シリアの人々は

This is the mutilated face of the guy who was beaten by the police.

このまま非暴力闘争を続けられるのか

This is how he became known to the public,

暴力的手段を取ってしまい

and this is what probably became the straw that broke the camel's back.

醜い内戦に転じてしまうのか

But here is also the bad news.

これらの革命は民主主義を実現するのか

The nonviolent struggle is won in the real world, in the streets.

軍隊や過激派に乗っ取られてしまうのか

You will never change your society towards democracy,

これらの答えは誰にも分かりません

or, you know, the economy, if you sit down and click.

西洋世界でも同じことです

There are risks to be taken,

若者たちが世界中の至る場所を占拠して

and there are living people who are winning the struggle.

デモを続けていますが

Well, the million-dollar question.

それらは国際的な運動へと発展するのでしょうか

What will happen in the Arab world?

真の目的を実現するための技術 熱意

And though young people from the Arab world

そして戦略を見つけ出し

were pretty successful in bringing down three dictators,

革命を実現させられるのか

shaking the region,

無限に続く文句をただ垂れるだけで終わるのでしょうか

kind of persuading the clever kings from Jordan and Morocco

これが 二つの革命の違いとなるでしょう

to do substantial reforms,

統計を見るとどうでしょう

it is yet to be seen what will be the outcome.

私の友人のマリア・ステファンによる

Whether the Egyptians and Tunisians will make it through the transition,

暴力と非暴力闘争についての本を見ると

or this will end in bloody ethnic and religious conflicts,

驚くべきデータがあります

whether the Syrians will maintain nonviolent discipline,

過去35年間の

faced with a brutal daily violence which kills thousands already,

独裁政権から民主主義へと社会が移行した67の事例のうち

or they will slip into violent struggle

and make ugly civil war.

Will these revolutions be pushed through the transitions and democracy

or be overtaken by the military or extremists of all kinds?

We cannot tell.

アラブ諸国の若者世代に注目する良い理由です

The same works for the Western sector,

where you can see all these excited young people

見つけ出せるのだと

protesting around the world, occupying this, occupying that.

信頼と希望を持って私が言える由縁です

Are they going to become the world wave?

そして彼らは我々の世代が犯した過ちを

Are they going to find their skills, their enthusiasm, and their strategy
