I was in Afghanistan.

ちょうど10年前

I was covering the war in Afghanistan,

and I witnessed, as a reporter for Al Jazeera,

the amount of suffering and destruction

that emerged out of a war like that.

Then, two years later,

I covered another war -- the war in Iraq.

I was placed at the center of that war

And the war ended

with a regime change,

like the one in Afghanistan.

And that regime

that we got rid of

was actually a dictatorship,

an authoritarian regime,

that for decades

created a great sense of paralysis

within the nation, within the people themselves.

However,

the change that came through foreign intervention

created even worse circumstances for the people

and deepened the sense

of paralysis and inferiority

in that part of the world.

For decades,

we have lived under authoritarian regimes --

in the Arab world, in the Middle East.

These regimes

created something within us during this period.

I'm 43 years old right now.

For the last 40 years,

I have seen almost the same faces

for kings and presidents ruling us --

old, aged, authoritarian,

corrupt situations --

regimes that we have seen around us.

And for a moment I was wondering,

腐敗しきっていました

are we going to live in order to see

そしてふとこう思ったのです

real change happening on the ground,

外国軍の介入や

a change that does not come through foreign intervention,

外国の占領を受けることなく

through the misery of occupation,

占領による悲壮感や

through nations invading our land

劣等感を深めずに

and deepening the sense of inferiority sometimes?

真の変革を―

The Iraqis: yes, they got rid of Saddam Hussein,

迎える日がくるのだろうか？と

but when they saw

外国軍によるフセイン追放を―

their land occupied by foreign forces

受け入れたイラク人も

they felt very sad,

外国軍が占領しているのを見ると

they felt that their dignity had suffered.

悲しみに襲われ

And this is why they revolted.

尊厳が傷ついたと感じたのです

This is why they did not accept.

だから反乱を起こしました

And actually other regimes, they told their citizens,

結局は受け入れなかったのです

"Would you like to see the situation of Iraq?

すると他国の政府は市民たちにこう言いました

Would you like to see civil war, sectarian killing?

「イラクと同じ目にあいたいか？」

Would you like to see destruction?

「内戦や分派抗争を見たいか？」

Would you like to see foreign troops on your land?"

「破壊活動を見たいか？」

And the people thought for themselves,

「他国軍が駐留するのを見たいか？」

"Maybe we should live with

それで人々はこう思ったのです

this kind of authoritarian situation that we find ourselves in,

「他の混乱を招くよりは

instead of having the second scenario."

こうした権威的状況とうまく

That was one of the worst nightmares that we have seen.

付き合っていくほうがよい」と

For 10 years,

こうした反応もいけなかったのです

unfortunately we have found ourselves

元来この地域は

reporting images of destruction,

1000年もの間

images of killing,

文明や芸術

of sectarian conflicts,

文化の発祥地でした

images of violence,

しかし 残念なことに

emerging from a magnificent piece of land,

ここ10年で

a region that one day was the source

私たちは自分たちのイメージを

of civilizations and art and culture

破壊 殺戮 分派抗争 暴力と

for thousands of years.

してしまうようなことを

Now I am here to tell you

繰り返してきたのです

that the future

今日は私たちがかつて

that we were dreaming for

思い描いていた未来が

has eventually arrived.

遂にやってきたということを

A new generation,

お伝えしに来ました

well-educated,

高等教育を受け

connected,

世界中にコネクションを持ち

inspired by universal values

世界基準の価値観と

and a global understanding,

国際情勢に通じた

has created a new reality for us.

新しい世代は

We have found a new way

人々のために新しい現実を作り上げました

to express our feelings

自分達の感情や夢を

and to express our dreams:

表現する新しい方法を

these young people

私たちは見つけたのです

who have restored self-confidence

自信を取り戻した

in our nations in that part of the world,

アラブ世界の若者達は

who have given us

自由の新しい解釈を

new meaning for freedom

人々に投げかけ

and empowered us to go down to the streets.

勇気を持つ力を

Nothing happened. No violence. Nothing.

与えました

Just step out of your house,

もはや暴力など必要ありません

raise your voice

ただ外へ出て

and say, "We would like to see the end of the regime."

声をはりあげ

This is what happened in Tunisia.

「こんな政府はたくさんだ！」と言えばいいのです

Over a few days,

これがチュニジアで起こったことです

the Tunisian regime that invested billions of dollars

チュニジア政府は

in the security agencies,

何億ドルも治安維持費につぎ込み

billions of dollars

その費用で

in maintaining, trying to maintain,

囚人の脱獄などの

its prisons,

刑務所の混乱を

collapsed, disappeared,

防ごうとしましたが

because of the voices of the public.

民衆の声によって

People who were inspired to go down to the streets

数日後に政権は崩壊しました

and to raise their voices,

外への一歩を踏み出し

they tried to kill.

声をあげようと触発された人々を

The intelligence agencies wanted to arrest people.

政府は殺そうとしたのです

They found something called Facebook.

フェイスブックやツイッター上の

They found something called Twitter.

書き込みがみつかると

They were surprised by all of these kinds of issues.

諜報機関の

And they said,

逮捕の対象となりました

"These kids are misled."

「こうしたガキどもは

Therefore, they asked their parents

血迷っている」とし

to go down to the streets

親にこうした輩を

and collect them, bring them back home.

家へ連れ戻すよう

This is what they were telling. This is their propaganda.

求めたのです

"Bring these kids home

これが彼らの言い分でプロパガンダでした

because they are misled."

「血迷ったガキどもを

But yes,

連れ戻せ」

these youth

しかしながら

who have been inspired

輝く未来を思い描かせる

by universal values,

理想主義的な

who are idealistic enough

世界基準の価値観に

to imagine a magnificent future

若者たちは触発されました

and, at the same time, realistic enough

同時にその価値観は現実的で

to balance this kind of imagination

理想とその実現のために

and the process leading to it --

暴力に頼らず

not using violence,

混沌も生み出さない という―

not trying to create chaos --

バランスのよさも

these young people,

持ち合わせているのです

they did not go home.

若者たちは

Parents actually went to the streets

言うことを聞きませんでしたし

and they supported them.

その親世代たちもむしろ

And this is how the revolution was born in Tunisia.

若者たちの味方でした

We in Al Jazeera

こうしてチュニジアでは革命が起こったのです

were banned from Tunisia for years,

アルジャジーラは

and the government did not allow

チュニジアに入ることを禁じられ

any Al Jazeera reporter to be there.

政府はアルジャジーラの記者の

But we found that these people in the street,

入国を認めませんでした

all of them are our reporters,

しかしながら 気づくと

feeding our newsroom

外へ踏み出した人々がみな

with pictures, with videos

記者となっていました

and with news.

And suddenly that newsroom in Doha

提供してくれたのです

became a center

that received all this kind of input from ordinary people --

一般人からの様々な

people who are connected and people who have ambition

投稿を受け付けるセンターとなったのです

and who have liberated themselves

そうした人たちは繋がりあい 野心を持ち

from the feeling of inferiority.

劣等感から

And then we took that decision:

開放されています

We are unrolling the news.

それで私たちは決心したのです

We are going to be the voice for these voiceless people.

こうしたニュースを広め

We are going to spread the message.

声無き人たちの代弁をしよう

Yes, some of these young people

メッセージを伝えよう　と―

are connected to the Internet,

こうした若者の中には

but the connectivity in the Arab world

インターネット利用者もいますが

is very little, is very small,

アラブ世界のネット利用は

because of many problems that we are suffering from.

様々な問題があるゆえ

But Al Jazeera took the voice from these people

大して広まってはいません

and we amplified [it].

しかしアルジャジーラは人々の声を代弁し

We put it in every sitting room in the Arab world --

広めました

and internationally, globally,

アラブのすべての茶の間に―

through our English channel.

また英語チャンネルを通じて

And then people started to feel

世界に発信しました

that there's something new happening.

こうして人々は新しい動きについて

And then Zine al-Abidine Ben Ali

認識するようになったのです

decided to leave.

それでベン＝アリは

And then Egypt started,

亡命しました

and Hosni Mubarak decided to leave.

エジプトでも革命が起こり

And now Libya as you see it.

ムバラクも亡命を決めました

And then you have Yemen.

そして今はリビアの番です

And you have many other countries trying to see

イエメンでも起こっています

and to rediscover that feeling

それ以外の国でも平和で寛容な

of, "How do we imagine a future

未来を想像したり

which is magnificent and peaceful and tolerant?"

再発見しようとする

I want to tell you something,

姿が見られます

that the Internet and connectivity

ここで申し上げたいのは

has created [a] new mindset.

インターネットやそれによる繋がりは

But this mindset

新しい思考体系を作り上げたということです

has continued to be faithful

しかしこの思考体系も

to the soil and to the land

それが生まれた

that it emerged from.

風土に

And while this was the major difference

忠実です

between many initiatives before

これこそが変革が起こる前に

to create change,

私たちが持っていた考え方や

before we thought, and governments told us --

政府が唱えていた考えと

and even sometimes it was true --

違うものです

that change was imposed on us,

変革を押し付けられたとき

and people rejected that,

自分達の文化に合わないと

because they thought that it is alien to their culture.

拒否したことが

Always, we believed

あったのは事実ですし

that change will spring from within,

私たちはいつも

that change should be a reconciliation

変化は内側から起こり

with culture, cultural diversity,

多様な文化や

with our faith in our tradition

伝統や歴史的な信仰と

and in our history,

調和していくべきだと

but at the same time,

信じていましたが

open to universal values, connected with the world,

同時にそれは

tolerant to the outside.

世界の価値観に通じ

And this is the moment

異文化に寛容であるべきなのです

that is happening right now in the Arab world.

これがまさに

This is the right moment, and this is the actual moment

今アラブ世界で起こっていることです

that we see all of these meanings meet together

まさにこの瞬間に私たちは

and then create the beginning

様々な意味が集結し

of this magnificent era

この土地の輝かしい未来の―

that will emerge from the region.

幕開けを迎えるのを

How did the elite deal with that --

目の当たりにしています

the so-called political elite?

いわゆる政治的エリートは

In front of Facebook,

どのように対処したでしょうか？

they brought the camels in Tahrir Square.

フェイスブックを相手に

In front of Al Jazeera,

彼らはタハリール広場にらくだをつれてきたのです

they started creating tribalism.

アルジャジーラを前に

And then when they failed,

部族主義を唱え始めたのです

they started speaking about conspiracies

それに失敗すると

that emerged from Tel Aviv and Washington

アラブ世界を分断するために

in order to divide the Arab world.

They started telling the West,

陰謀だといい始めたのです

"Be aware of Al-Qaeda.

また西洋諸国に向かっては

Al-Qaeda is taking over our territories.

These are Islamists

奴らは我々の土地をのっとろうとしている

trying to create new Imaras.

奴らは保守的イスラム教徒で

Be aware of these people

新しいイマラを作ろうとしている

who [are] coming to you

こうしたやつらが

in order to ruin your great civilization."

偉大な文明を破壊するために

Fortunately,

近づいていることに気づけ」

people right now cannot be deceived.

幸運なことに

Because this corrupt elite

人々はもう騙されません

in that region

なぜならこうした腐敗したエリートは

has lost even the power of deception.

人々を騙す力さえ

They could not, and they cannot, imagine

失ってしまったからです

how they could really deal with this reality.

過去も現在も

They have lost.

現実への対処法が分からないのです

They have been detached

from their people, from the masses,

and now we are seeing them collapsing

one after the other.

Al Jazeera is not

a tool of revolution.

We do not create revolutions.

革命の道具ではありません

However,

私たちが革命を起こしたわけでもありません

when something of that magnitude happens,

we are at the center of the coverage.

We were banned from Egypt,

and our correspondents,

some of them were arrested.

But most of our camera people

and our journalists,

they went underground in Egypt -- voluntarily --

For 18 days,

I remember one night

when someone phoned me on my cellphone --

ordinary person who I don't know -- from Tahrir Square.

He told me, "We appeal to you

not to switch off the cameras.

If you switch off the cameras tonight,

there will be a genocide.

You are protecting us

by showing what is happening at Tahrir Square."

I felt the responsibility

to phone our correspondents there

and to phone our newsroom

and to tell them, "Make your best

not to switch off the cameras at night,
