but I would like to juxtapose

two different things.

One is the large global economy,

and the other one is the small, and very limited,

capacity of our traditional governments

and their international institutions

Because there is this asymmetry,

which creates, basically,

failing governance.

Failing governance in many areas:

in the area of corruption and the area of destruction of the environment,

in the area of exploitation of women and children,

in the area of climate change,

in all the areas in which we really need

a capacity to reintroduce

the primacy of politics

into the economy,

which is operating in a worldwide arena.

And I think corruption,

and the fight against corruption,

and the impact of corruption,

is probably one of the most interesting ways

to illustrate what I mean

with this failure of governance.

Let me talk about my own experience.

I used to work as the director

of the World Bank office in Nairobi

for East Africa.

At that time, I noticed

that corruption, that grand corruption,

that systematic corruption,

was undermining everything we were trying to do.

And therefore, I began

to not only try to protect

the work of the World Bank,

our own projects, our own programs

I received a memorandum from the World Bank,

This is forbidden by the charter of the World Bank,

In the meantime, I was chairing

donor meetings, for instance,

支援国の会議を主催していましたが

in which the various donors,

さまざまな支援国があって

and many of them like to be in Nairobi --

多くの支援国はナイロビにいることを選びました

it is true, it is one of the

確かに そこは

unsafest cities of the world,

世界で最も治安の悪い都市ですが

but they like to be there because the other cities

しかし 支援国はナイロビにいることを選びました

are even less comfortable.

And in these donor meetings, I noticed

that many of the worst projects --

which were put forward

by our clients, by the governments,

by promoters,

many of them representing

suppliers from the North --

that the worst projects

were realized first.

Let me give you an example:

a huge power project,

300 million dollars,

to be built smack into

one of the most vulnerable, and one of the most beautiful,

areas of western Kenya.

And we all noticed immediately

that this project had no economic benefits:

It had no clients, nobody would buy the electricity there,

nobody was interested in irrigation projects.

To the contrary, we knew that this project

would destroy the environment:

It would destroy riparian forests,

which were the basis for

the survival of nomadic groups,

the Samburu and the Turkana in this area.

So everybody knew this is a, not a useless project,

this is an absolute damaging, a terrible project --

not to speak about the future indebtedness of the country

for these hundreds of millions of dollars,

and the siphoning off

of the scarce resources of the economy

from much more important activities

like schools, like hospitals and so on.

And yet, we all rejected this project,

none of the donors was willing

to have their name connected with it,

and it was the first project to be implemented.

The good projects, which we as a donor community

would take under our wings,

they took years, you know,

you had too many studies,

and very often they didn't succeed.

But these bad projects,

which were absolutely damaging -- for the economy

for many generations, for the environment,

for thousands of families who had to be resettled --

they were suddenly put together

by consortia of banks,

of supplier agencies,

like in Germany, Hermes, and so on --

and they came back very, very quickly,

driven by an unholy alliance

between the powerful elites

in the countries there

and the suppliers from the North.

Now, these suppliers

were our big companies.

They were the actors of this global market,

which I mentioned in the beginning.

They were the Siemenses of this world,

coming from France, from the UK, from Japan,

from Canada, from Germany,

and they were systematically driven

by systematic, large-scale corruption.

We are not talking about

50,000 dollars here,

or 100,000 dollars there, or one million dollars there.

No, we are talking about 10 million, 20 million dollars

on the Swiss bank accounts,

on the bank accounts of Liechtenstein,

of the president's ministers,

その口座は大臣のものだったり

the high officials in the para-statal sectors.

半官半民企業の高官のものだったりするのです

This was the reality which I saw,

and not only one project like that:

このようなプロジェクトは一つだけではありません

I saw, I would say,

over the years I worked in Africa,

I saw hundreds of projects like this.

何百というこのようなプロジェクトを見てきました

And so, I became convinced

that it is this systematic corruption

which is perverting economic policy-making in these countries,

which is the main reason

for the misery, for the poverty,

for the conflicts, for the violence,

for the desperation

in many of these countries.

That we have today

more than a billion people below the absolute poverty line,

that we have more than a billion people

without proper drinking water in the world,

twice that number,

more than two billion people

20億人以上の人々が

without sanitation and so on,

and the consequent illnesses

そのために病気になる

of mothers and children,

母子がいます

still, child mortality of more than

10 million people every year,

毎年1千万人以上の

children dying before they are five years old:

5歳以下の子供が死んでいるのです

The cause of this is, to a large extent,

その理由の大部分が

grand corruption.

大規模な腐敗にあるのです

Now, why did the World Bank

どうして世界銀行は

not let me do this work?

この仕事を私にやらせないのでしょうか?

I found out afterwards,

後になってその理由に気づきました

after I left, under a big fight, the World Bank.

大ゲンカして世界銀行をやめた後のことです

The reason was that the members of the World Bank

世界銀行のメンバーは

thought that foreign bribery was okay,

外国からの賄賂を黙認しているのです

including Germany.

ドイツもそうです

In Germany, foreign bribery was allowed.

ドイツでは外国への賄賂は認められており

It was even tax-deductible.

税額控除の対象とさえなっています

No wonder that most of the most important

ほとんどの重要な

international operators in Germany,

ドイツの国際的な大企業が

but also in France and the UK

ドイツだけでなくフランスやイギリスでも

and Scandinavia, everywhere, systematically bribed.

北欧でも どこでも贈賄が組織的になっているのです

Not all of them, but most of them.

すべてと言うわけではありませんが ほとんどの企業がそうです

And this is the phenomenon

この現象を

which I call failing governance,

ガバナンスの腐敗と呼んでいるのです

because when I then came to Germany

ドイツに来て

and started this little NGO

この小さなNGOを始めた時に

here in Berlin, at the Villa Borsig,

ここベルリンのビラ・ボルジヒの外交官養成所で こう言われました

we were told, "You cannot stop

「あなた方は

our German exporters from bribing,

我々ドイツの輸出業者の贈賄を 止めることはできませんよ」と

because we will lose our contracts.

なぜならば それによって契約を失うことになり

We will lose to the French,

フランスの企業に負けてしまうからです

we will lose to the Swedes, we'll lose to the Japanese."

スウェーデンの企業にも 日本の企業にも負けるでしょう

And therefore, there was a indeed a prisoner's dilemma,

そこには囚人のジレンマがあり

which made it very difficult

それが

for an individual company,

個々の企業が

an individual exporting country

個々の輸出国が

to say, "We are not going to

「大企業が賄賂を提供するという

continue this deadly, disastrous

このまったく最悪の

habit of large companies to bribe."

So this is what I mean

これが私の言う

with a failing governance structure,

腐敗した行政機構なのです

because even the powerful government,

影響力を持った政府でさえ

which we have in Germany, comparatively,

ドイツ政府のような政府ですら

was not able to say,

「海外への贈賄行為を許さない」と

"We will not allow our companies to bribe abroad."

宣言することはできないのです

They needed help,

彼らが助けを求めていました

and the large companies themselves

巨大企業自体が

have this dilemma.

このジレンマに陥っているのです

Many of them didn't want to bribe.

多くの大企業は 贈賄を望みません

Many of the German companies, for instance,

believe that they are really

ほんとうは

producing a high-quality product

高い品質の製品を

at a good price, so they are very competitive.

安い価格で生産することで 競争力が高いと信じています

They are not as good at bribing

ドイツの企業は贈賄には向いていません

as many of their international competitors are,

多くの国際的な競争相手の企業は 贈賄を得意としています

but they were not allowed

ドイツ企業は その強さを示すことができませんでした

to show their strengths,

世界が 大規模な腐敗に覆われていたからです

because the world was eaten up

だからこそ私はそのことを訴えたいのです

by grand corruption.

市民社会がこれに対して立ち上がらなければなりません

And this is why I'm telling you this:

私達のこの小さなNGOは

Civil society rose to the occasion.

Transparency Internationalと呼ばれます

We had this small NGO,

私達はこの「囚人のジレンマ」から

Transparency International.

逃れる道をさがしています

They began to think of

そして

an escape route from this prisoner's dilemma,

集団行動のコンセプトを作ったのです

and we developed concepts

それは基本的にさまざまな競合する企業を

of collective action,

一緒にテーブルに着かせようとするものです

basically trying to bring various competitors

すべての企業に対して

together around the table,

同時に贈賄を止めることが どれだけ彼らの利益になることか

explaining to all of them

説明するのです

how much it would be in their interests

そして簡単に言うと

if they simultaneously would stop bribing,

私達はついになんとかして

and to make a long story short,

ドイツを署名させたのです

we managed to eventually

他のOECD加盟国も一緒でした

get Germany to sign

そして他の輸出国も署名しました

together with the other OECD countries

1997年に協定が

and a few other exporters.

OECDの後援のもとに成立し

In 1997, a convention,

すべての加盟国が

under the auspices of the OECD,

その法律を改訂し

which obliged everybody

海外への贈賄を処罰するようになったのです

to change their laws

and criminalize foreign bribery.

これを行う際におもしろいことがありました

Well, thank you. I mean, it's interesting,

私達は企業と会議の席につかなければなりませんでした

in doing this,

ここベルリンのヴァンゼー地区にあるアスペン研究所で

we had to sit together with the companies.

会議を開催しました

We had here in Berlin, at the Aspen Institute on the Wannsee,

各業界からその代表が20名ほど出席しました

we had sessions with about

彼らと議論したのは

20 captains of industry,

国際的な賄賂の問題でした

and we discussed with them

2年間に全部で3回討議を持ったのですが

what to do about international bribery.

最初の討議で

In the first session -- we had three sessions

フォン·ワイツゼッカー大統領が

over the course of two years.

And President von Weizsäcker, by the way,

NGOとの取引に慣れていない

chaired one of the sessions, the first one,

to take the fear away

懸念を払拭しました

from the entrepreneurs,

最初の討議で企業側は

who were not used to deal

with non-governmental organizations.

「贈賄は文化が要求するものだ」というのです

And in the first session, they all said,

"This is not bribery, what we are doing." This is customary there.

This is what these other cultures demand.

今もそう言う人もいます

They even applaud it.

今だに多くの人々が

In fact, [unclear]

賄賂はやめるべきだとは思っていないのです

still says this today.

しかし 2度目の討議で早くも

And so there are still a lot of people

もう賄賂を贈ることはしないと認めたのです

who are not convinced that you have to stop bribing.

他の国では行っていることを

But in the second session,

ここドイツや英国やその他の国々では 行わないと決めたのです

they admitted already that they would never do this,

内閣の大臣もそれを受け入れ

what they are doing in these other countries,

アスペン研究所での最後の会議では

here in Germany, or in the U.K., and so on.

Cabinet ministers would admit this.

And in the final session, at the Aspen Institute,
