In my previous life, I was an artist.

I still paint. I love art.

I love the joy that color can give to our lives

and to our communities,

and I try to bring something of the artist in me

政治に生かす 努力をしています

in my politics,

今日ここに来たのは

and I see

私の党のみならず 政治そのものについて

part of my job today, the reason for being here,

皆さんに知ってもらい

not just to campaign for my party,

政治が市民生活を 改善できることを語るためです

but for politics, and the role it can play

for the better in our lives.

私は首都ティラナの市長を 11年勤めました

For 11 years, I was mayor of Tirana, our capital.

困難の連続でした

We faced many challenges.

芸術は 解決策の１つでした

Art was part of the answer,

就任直後 私は２つのことで 知られていました

and my name, in the very beginning,

was linked with two things:

公共空間を取り戻す為に

demolition of illegal constructions

違法建築物を取り壊したことと

in order to get public space back,

首都で失われていた希望を再生させる為に

and use of colors in order to revive the hope

色彩を使ったことでした

that had been lost in my city.

ただし 色彩を使う事は 単なる芸術活動ではなく

But this use of colors was not just an artistic act.

市長選出後に 与えられた

Rather, it was a form of political action

無いに等しい予算の中で 実現できた

in a context when the city budget I had available

１つの政治活動でした

after being elected amounted to zero comma something.

初めて陰鬱な灰色の建物を

When we painted the first building,

鮮やかなオレンジに 塗りなおした時

by splashing a radiant orange on the somber gray

鮮やかなオレンジに 塗りなおした時

of a facade,

想像だにしなかったことが 起きました

something unimaginable happened.

渋滞が起き

There was a traffic jam

人だかりができ

and a crowd of people gathered

そこはあたかも派手な事故現場か

as if it were the location of some spectacular accident,

スターが予告なく現れたかのような 騒ぎとなりました

or the sudden sighting of a visiting pop star.

資金提供を担当するEUの フランス人係官が

The French E.U. official in charge of the funding

慌てて塗装作業を止め

rushed to block the painting.

「予算差し止めだ」と叫びました

He screeched that he would block the financing.

「何故?」と訊くと

"But why?" I asked him.

「君が指定した色は

"Because the colors you have ordered

欧州の基準に合わない」 と言われました

do not meet European standards," he replied.

それで私は答えました 「そうですか でもね

"Well," I told him,

ここらの建物自体が欧州の基準に 合っていませんよ

"the surroundings do not meet European standards,

それは私達も気に入らないんです

even though this is not what we want,

でも色は自分たちで 決めます

but we will choose the colors ourselves,

こっちはまさに 私達が求めているものだからです

because this is exactly what we want.

作業を妨害するようなら

And if you do not let us continue with our work,

今この場で記者会見を開き

I will hold a press conference here,

あなたの態度が

right now, right in this road,

社会主義リアリズム時代の

and we will tell people that you look to me

検閲官のようだったと公表します」

just like the censors of the socialist realism era."

すると係官は困った顔をして

Then he was kind of troubled,

妥協案を求めました

and asked me for a compromise.

でも私はこう断りました

But I told him no, I'm sorry,

「妥協とは 色に例えれば灰色です

compromise in colors is gray,

灰色ならすでに一生分 あるんです」

and we have enough gray to last us a lifetime.

それを変えるべき時なのです

So it's time for change.

公共空間の復旧は

The rehabilitation of public spaces

人々が失っていた

revived the feeling of belonging

市に対する帰属意識を 呼び覚ましました

to a city that people lost.

住んでいる市に対する誇りと

The pride of people about their own place of living,

公共空間に次々と現れた

and there were feelings that had been buried

野蛮で違法な建築物への怒りで 長年抑え込まれていた感情が

deep for years under the fury of the illegal,

あふれ出ました

barbaric constructions that sprang up in the public space.

そして至るところに色が現れ

And when colors came out everywhere,

雰囲気が変わると 人々の意識に変化が生まれました

a mood of change started transforming the spirit of people.

人々がこんなことを 口にし始めたのです

Big noise raised up: "What is this? What is happening?

「色が与えるこの感覚は何だろう?」

What are colors doing to us?"

そこで世論調査をしました

And we made a poll,

私の生涯で最も面白い調査でした

the most fascinating poll I've seen in my life.

質問内容は　 「建物の色を塗りなおすのは

We asked people, "Do you want this action,

良いことだと思いますか?」

and to have buildings painted like that?"

２つ目の質問は

And then the second question was,

「中止すべきですか 継続するべきですか?」

"Do you want it to stop or do you want it to continue?"

１つ目の質問に対して

To the first question,

63%の人が 良いと回答しました

63 percent of people said yes, we like it.

37%は 良くないと 答えました

Thirty-seven said no, we don't like it.

しかし２つ目の質問に 良くないと回答した

But to the second question, half of them that didn't like it,

半分の人たちが 継続を望みました (笑)

they wanted it to continue. (Laughter)

変化を感じられました

So we noticed change.

例えばポイ捨てが減りました

People started to drop less litter in the streets, for example,

税金を 払うようになりました

started to pay taxes,

忘れていた感情を 人々は取り戻し

started to feel something they had forgotten,

警官や州そのものが 見失っていた

and beauty was acting as a guardsman

護衛の役割を 「美」が担っていきました

where municipal police, or the state itself, were missing.

ある日 塗装したばかりの通りを

One day I remember walking along a street

歩いたときのことを覚えています

that had just been colored,

そこは丁度 木を植えている最中でした

and where we were in the process of planting trees,

ある店の主人とその奥さんが

when I saw a shopkeeper and his wife

店の正面を ガラスに変えていました

putting a glass facade to their shop.

元のシャッターは

They had thrown the old shutter

ゴミ捨て場にありました

in the garbage collection place.

「どうして捨てたのですか?」 と尋ねると

"Why did you throw away the shutters?" I asked him.

「安全な通りになったからさ」 と言われました

"Well, because the street is safer now," they answered.

「安全? 警官の数が増えたのですか?」 と訊くと

"Safer? Why? They have posted more policemen here?"

「何言ってんだい 警官だって?

"Come on, man! What policemen?

見りゃ分かるだろ 塗装に

You can see it for yourself. There are colors,

街灯に でこぼこのない新しい舗装

streetlights, new pavement with no potholes,

それに植木 きれいになったら 安全なんだよ」

trees. So it's beautiful; it's safe."

そうなんです 街の美しさが安心感を

And indeed, it was beauty that was giving people

与えていたのです

this feeling of being protected.

そしてそれが見当違いでは なかった証拠に

And this was not a misplaced feeling.

犯罪が実際に減りました

Crime did fall.

1990年に勝ち取った自由は

The freedom that was won in 1990

市に無秩序をもたらしました

brought about a state of anarchy in the city,

そして90年代の蛮行によって

while the barbarism of the '90s

市から希望が消えました

brought about a loss of hope for the city.

壁の色は 子供に食べ物を与えた訳でも

The paint on the walls did not feed children,

病人を看病したり 教育を与えたりした訳でもありませんが

nor did it tend the sick or educate the ignorant,

それは希望と光を与えました

but it gave hope and light,

その光が見せてくれたのは

and helped to make people see

物事の進め方は一つではない

there could be a different way of doing things,

これまでと違う気持ちで 生活ができるということ

a different spirit, a different feel to our lives,

そして そのエネルギーと希望を

and that if we brought the same energy and hope

政治に向けられれば 国全体の

to our politics, we could build a better life

生活を良くすることが できるということです

for each other and for our country.

川岸からだけでも12万3千トンの

We removed 123,000 tons of concrete

コンクリートを除去しました

only from the riverbanks.

市全体で５千以上の 違法建築物を

We demolished more than 5,000 illegal buildings

取り壊しました

all over the city,

最も高かったものは ８階建てでした

up to eight stories high, the tallest of them.

道に５万５千の木や低木を植えました

We planted 55,000 trees and bushes in the streets.

環境税を導入すると

We established a green tax,

市民はそれを受け入れ

and then everybody accepted it

事業家は定期的に 支払ってくれました

and all businessmen paid it regularly.

公開コンペを通じて

By means of open competitions,

多くの若い人達を

we managed to recruit in our administration

市当局で採用することができ

many young people,

そうして 政治に影響されない

and we thus managed to build

男女平等の

a de-politicized public institution

公的機関を 確立することができました

where men and women were equally represented.

この20年間 国際機関は アルバニアに対し

International organizations

多額の投資をしてくれましたが

have invested a lot in Albania during these 20 years,

その全てを 上手に使えた訳ではありません

not all of it well spent.

世界銀行の幹部に

When I told the World Bank directors

市民のための 模範的な市庁舎窓口の建設に

that I wanted them to finance a project to build

資金を援助してほしいと 依頼した際

a model reception hall for citizens

それが地域特有の 日常的な 汚職への対抗策であるという

precisely in order to fight endemic daily corruption,

私の意図は 理解されませんでした

they did not understand me.

しかし市民は日差しと雨に 晒されながら長時間並び

But people were waiting in long queues

しかし市民は雨と日差しに 晒されながら長時間並び

under sun and under rain

２つの金属製のブースの２つの窓口で

in order to get a certificate or just a simple answer

証明書や素っ気ない回答を得るのでした

from two tiny windows of two metal kiosks.

彼らは長い列に並ばずに済むように

They were paying in order to skip the queue,

賄賂を渡していました

the long queue.

彼らの要望には

The reply to their requests was met

暗い穴から聞こえてくる声が 対応する一方で

by a voice coming from this dark hole,

and, on the other hand,

謎の手が彼らの書類を 受け取り

a mysterious hand coming out to take their documents

そこに忍ばせてある賄賂を 探すのです

while searching through old documents for the bribe.

窓口の担当者を 毎週変えても

We could change the invisible clerks within the kiosks,

不正行為は 変わりませんでした

every week, but we could not change this corrupt practice.

世界銀行のドイツ人担当者に 私は言いました

"I'm convinced," I told a German official

with the World Bank,

「彼らがドイツの組織で

"that it would be impossible for them to be bribed

勤務していたなら 賄賂なんてありえないでしょう

if they worked in Germany,

勤務していたなら 賄賂なんてありえないでしょう

in a German administration,

逆にドイツ人の職員を

just as I am convinced that if you put German officials

あの穴に放り込んだなら

from the German administration in those holes,

きっと賄賂を 受け取ることになるでしょう」

they would be bribed just the same."

国民性の問題ではありません

It's not about genes.

その人が高潔かどうかも 関係ありません

It's not about some being with a high conscience

その人が高潔かどうかも 関係ありません

and some others having not a conscience.

体制や組織 環境と尊厳の問題なのです

It's about system, it's about organization.

It's also about environment and respect.

私達はこんな窓口を撤去し

We removed the kiosks.

新たに明るい市庁舎を 建設しました

We built the bright new reception hall

用事のあるティラナ市民に

that made people, Tirana citizens,

入った瞬間に 海外に来たのかと 思わせる作りになっています

think they had traveled abroad when they entered

to make their requests.

手続きもオンライン化して

We created an online system of control

迅速にできるようにしました

and so speeded up all the processes.

市民を第一に考えたのです

We put the citizen first, and not the clerks.

アルバニアのような国に見られる

The corruption in the state administration

公的機関の汚職には―

of countries like Albania --

ギリシャもそうだと 言っている訳ではありませんが―

it's not up to me to say also like Greece --

近代化で 対抗するしかありません

can be fought only by modernization.

政治を刷新し 政府を刷新することこそが

Reinventing the government by reinventing politics itself

解決法であって 先進国がよくやる

is the answer, and not reinventing people

既存の方式にあてはめて

based on a ready-made formula

人を変えようとすることは

that the developed world often tries in vain to impose

通用しないのです

to people like us.

こんな状態になってしまったのも

Things have come to this point

我が国では特にそうですが

because politicians in general,

政治家全般が国民を

but especially in our countries, let's face it,

ばかにしているからです

think people are stupid.

どんな施政を敷いても

They take it for granted that, come what may,

国民は従って当然と 思っている

people have to follow them,

その一方で政治は 国民の不安や

while politics, more and more, fails to offer answers

庶民の喫緊の課題に

for their public concerns

ますます対応できなくなっています

or the exigencies of the common people.

政治は政治家達による

Politics has come to resemble

皮肉な団体競技のようになり

a cynical team game played by politicians,

国民は横に押しやられ

while the public has been pushed aside

観客席の傍観者のようです

as if sitting on the seats of a stadium

政治への情熱は徐々に冷め

in which passion for politics

人を無知にし 絶望を生んでいます

is gradually making room for blindness and desperation.

今の政治家は 傍観者には同じに見え

Seen from those stairs, all politicians today

今の政治家は 傍観者には同じに見え

seem the same,

政治は攻撃性と悲観論を 助長する

and politics has come to resemble

競技のように なってしまいましたが

a sport that inspires more aggressiveness

本来なら社会の結束や市民の活動を 擁護するべきなのです

and pessimism than social cohesion

and the desire for civic protaganism.

バラク・オバマが勝ったのは

Barack Obama won

ソーシャルネットワークを 駆使して

because he mobilized people as never before

国民を動員できたからです

through the use of social networks.

直接には知らない国民を

He did not know each and every one of them,

見事な仕掛けで

but with an admirable ingenuity,

活動家に変えました

he managed to transform them into activists

彼らにあらゆる可能性を与え

by giving them all the possibility to hold in their hands

選挙活動に必要な論点や道具を与え

the arguments and the instruments that each would need

自分の名前を使った選挙活動を 展開させたのです

to campaign in his name by making his own campaign.

私はTwitterが大好きです

I tweet. I love it.

自分の意見が 発信できると同時に

I love it because it lets me get the message out,

他人の意見を届けてくれるからです

but it also lets people get their messages to me.

これこそ政治です トップダウンではなく

This is politics, not from top down,

下から上や 横のつながりがあり

but from the bottom up, and sideways,

民衆の声を 吸い上げることこそが

and allowing everybody's voice to be heard

必要なのです

is exactly what we need.

指導者、政治家、法律だけで 政治ができるのではありません

Politics is not just about leaders.

指導者、政治家、法律だけで 政治ができるのではありません

It's not just about politicians and laws.

人々の考え方や世界に対する見方

It is about how people think,

時間とエネルギーの使い方を 考慮せねばなりません

how they view the world around them,

時間とエネルギーの使い方を 考慮せねばなりません

how they use their time and their energy.

政治家は皆同じだという人たち

When people say all politicians are the same,

オバマはブッシュと同じですか?

ask yourself if Obama was the same as Bush,

オランドはサルコジと同じですか?

if François Hollande is the same as Sarkozy.

違いますよね 彼らは異なる考え

They are not. They are human beings with different views

異なる展望を持っています

and different visions for the world.

何も変わらないと言う人たち

When people say nothing can change,

立ち止まって 10、20、50、100年前の

just stop and think what the world was like

世界を思い出してみてください

10, 20, 50, 100 years ago.

この世界は変化の速さで 定義されます

Our world is defined by the pace of change.

世界は変えられるのです

We can all change the world.

私が挙げたのはとても小さな例です

I gave you a very small example

色を使うというだけのことが

of how one thing, the use of color,

変化をもたらしてくれるのです

can make change happen.

アルバニアの首相として

I want to make more change

私はもっと大きな変化をもたらしたい

as Prime Minister of my country,

ですが みなさん１人１人も その気になれば

but every single one of you can make change happen

変えられるのです

if you want to.

"Believe you can, and you are halfway there."
