a project that has changed how I approach

きっかけとなったプロジェクトを

and practice architecture:

皆さんに紹介したいと思います

the Fez River Rehabilitation Project.

フェズ川復興プロジェクトです

My hometown of Fez, Morocco,

私の地元であるモロッコの街 フェズには

boasts one of the largest walled medieval cities in the world,

川の流域にメディナという

called the medina, nestled in a river valley.

世界でも随一の中世城壁都市があります

The entire city is a UNESCO World Heritage Site.

この街すべてが ユネスコ世界遺産地に登録されています

Since the 1950s, as the population of the medina grew,

1950年以降 人口が増えるにつれて

basic urban infrastructure

緑地や下水道といった

such as green open spaces and sewage

都市基盤設備が変わっていき

quickly changed and got highly stressed.

大きなストレスを受けました

One of the biggest casualties of the situation

その中でもっとも被害を受けたのが

was the Fez River, which bisects the medina in its middle

メディナを二分するフェズ川だったのです

and has been considered for many centuries

この川は何世紀もの間

as the city's very soul.

この街の魂であると考えられていました

In fact, one can witness the presence

実際に公共の噴水や泉といった場所で

of the river's extensive water network

この川の広範囲にわたる

all throughout the city,

水のネットワークの存在を

in places such as private and public fountains.

街中で確認することができます

Unfortunately, because of the pollution of the river,

残念ながら 1952年以降

it has been covered little by little

川の汚染のため川は少しずつ

by concrete slabs since 1952.

コンクリートの破片で覆われていっています

This process of erasure was coupled

この消去プロセスに加え

with the destruction of many houses

様々な機械を メディナの細道へ運び込むため

along the river banks

川岸にあった家々の取り壊しが行われました

to be able to make machineries

これらの都会の空隙は

enter the narrow pedestrian network of the medina.

急速に違法な駐車場やゴミ捨て場と化していったのです

Those urban voids quickly became illegal parking

実際 川がメディナに到達するまでの水質に

or trash yards.

特に問題はありません

Actually, the state of the river

しかし 主に未処理の下水や

before entering the medina is pretty healthy.

なめしのような工芸で使用された薬品が投棄され

Then pollution takes its toll,

川は汚染されてしまうのです

mainly due to untreated sewage

ある時 私は街にとって大切な川が

and chemical dumping from crafts such as tanning.

これ以上冒とくされるのが許せなくなり

At some point, I couldn't bear

行動を起こすことにしました

the desecration of the river,

それに加え 下水を迂回させ 処理するための

such an important part of my city,

助成金が 市に提供されることが

and I decided to take action,

決まったと聞いたので尚更でした

especially after I heard that the city

川の水が綺麗になれば

received a grant to divert sewage water

川を覆うコンクリートを取り外すことができます

and to treat it.

運と根気よく交渉したことで

With clean water, suddenly

私と同僚のタジマ・タカコ氏は

the uncovering of the river became possible,

技術者チームと協力し

and with luck and actually a lot of pushing,

川のふたを取り外すことを市から依頼されました

my partner Takako Tajima and I

しかし私たちはそれだけでは満足せず

were commissioned by the city to work with a team of engineers

更なる提案をしました

to uncover the river.

川岸を舗装し歩道に作り直し

However, we were sneaky,

こういった歩道を市の中心地に織り込み

and we proposed more:

最終的には川岸にある都会の空隙を

to convert riverbanks into pedestrian pathways,

フェズ川のメディナに欠けている

and then to connect these pathways

公共スペースに変えていこうというものでした

back to the city fabric,

これから二つの公共スペースを

and finally to convert the urban voids

簡単に紹介したいと思います

along the riverbanks into public spaces

まず最初にルーシフ・プラザです

that are lacking in the Medina of Fez.

点線を引いた場所に川があり

I will show you briefly now

プラザは川の真上に位置しています

two of these public spaces.

以前はごちゃごちゃとした交通の中心であり

The first one is the Rcif Plaza,

世界最大の歩道ネットワークをもつメディナの

which sits actually right on top of the river,

都会としての整合性を損なうようなものでした

which you can see here in dotted lines.

見ていただくとわかるように

This plaza used to be a chaotic transportation hub

プラザの隣にある この歴史的な橋の向こうに見える川は

that actually compromised the urban integrity

まるでゴミの川のようでした

of the medina, that has the largest

そこで私たちが提案したのは

pedestrian network in the world.

歩行者天国のプラザを造り

And right beyond the historic bridge that you can see here,

再生革の屋根で覆い

right next to the plaza,

川岸へと繋げるという事でした

you can see that the river looked like

二つ目に介入した場所は

a river of trash.

こちらも川岸付近の都会の空隙で

Instead, what we proposed is to make

違法な駐車場として使われていました

the plaza entirely pedestrian,

私たちはこのエリアをメディナ初の

to cover it with recycled leather canopies,

遊び場へと変身させることを提案しました

and to connect it to the banks of the river.

この遊び場には再生タイヤをふんだんに使い

The second site of intervention

また人口湿地を加えることで

is also an urban void along the river banks,

川の水を浄化するだけでなく

and it used to be an illegal parking,

洪水が起きた際には保水することもできます

and we proposed to transform it

プロジェクトが進むにつれ

into the first playground in the medina.

幾つものデザイン賞を受賞しました

The playground is constructed using recycled tires

新しい出資者の介入もあり

and also is coupled with a constructed wetland

プロジェクトの目標とデザインも変わっていきました

that not only cleans the water of the river

このプロジェクトの一番の目的を達成するために

but also retains it when floods occur.

私たちは他の建築家が考えないような

As the project progressed and received several design awards,

独自の方法をとりました

new stakeholders intervened

それは私たちのデザイナーとしてのプライドと

and changed the project goals and design.

著作者としての意識を捨て

The only way for us to be able to bring

活動家としての立場を優先したのです

the main goals of the project ahead

沢山の出資者の思惑を一つにまとめ

was for us to do something very unusual

プロジェクトの最も重要な目標に絞ったのです

that usually architects don't do.

川を被っているふたを外し 水を綺麗にし

It was for us to take our design ego

みんなのための公共のスペースを作ることです

and our sense of authorship

私たちは非常に運がよく

and put it in the backseat

大多数の目標はもう既に達成されているか

and to focus mainly on being activists

達成に向かって動いています

and on trying to coalesce

先ほどのルーシフ・プラザですが

all of the agendas of stakeholders

これが六年前の姿です

and focus on the main goals of the project:

これが現在の姿です

that is, to uncover the river, treat its water,

まだ建設中ではありますが

and provide public spaces for all.

地元の人々に頻繁に使われています

We were actually very lucky,

そして最後に これがプロジェクト完成後の

and many of those goals happened

ルーシフ・プラザです

or are in the process of happening.

ここはゴミ捨て場として利用されていた川です

Like, you can see here in the Rcif Plaza.

何年もの活動を経て

This is how it looked like about six years ago.

コンクリートが外され 綺麗な水の流れる川になりました

This is how it looks like today.

そして最後に これがプロジェクト完了後の姿です

It's still under construction,

フェズ川復興プロジェクトは

but actually it is heavily used

街の社会政治的な環境によって変化し

by the local population.

適応してゆくでしょう

And finally, this is how the Rcif Plaza will look like

しかし建築家としての役割と取り組み方を考え直すことで

when the project is completed.

このプロジェクトの核となる概念を

This is the river, covered, used as a trash yard.

実行に移すことが出来たと信じています

Then after many years of work,

つまり フェズ川を下水から公共スペースへ変えて

the river with clean water, uncovered.

フェズという街を

And finally, you can see here the river

ミイラ化した遺産にしてしまわず

when the project will be completed.

住人にとって生きている街にすることです

So for sure, the Fez River Rehabilitation

ありがとうございました

will keep on changing and adapting

to the sociopolitical landscape of the city,

but we strongly believe that by reimagining

the role and the agency of the architect,

we have set up the core idea of the project into motion;

that is, to transform the river from sewage

to public space for all,

thereby making sure that the city of Fez

will remain a living city for its inhabitants

rather than a mummified heritage.
