When I travel with my work

across Europe and the United States,

one question always comes up:

Why aren't Palestinians

using nonviolent resistance?

非暴力抵抗をしないんですか?

The challenge I face when I hear this question

私は答えに困ります

is that often I have just returned from the Middle East

そういうとき私は中東での撮影から

where I spent my time

戻ったばかりで

filming dozens of Palestinians

多数のパレスチナ人が

who are using nonviolence

非暴力で土地や水資源を

to defend their lands

and water resources

from Israeli soldiers and settlers.

These leaders are trying to forge

非暴力の先導者たちは

a massive national nonviolent movement

to end the occupation

国家的規模の非暴力運動を

and build peace in the region.

実現しようとしています

Yet, most of you

でも彼らのことは

have probably never heard about them.

聞いたこともない人がほとんどでしょう

This divide between what's happening on the ground

パレスチナの平和的抵抗運動が

and perceptions abroad

まだ1度も成功していない

is one of the key reasons

why we don't have yet

a Palestinian peaceful resistance movement

that has been successful.

So I'm here today

to talk about the power of attention,

the power of your attention,

and the emergence and development

非暴力運動が高まり

of nonviolent movements

進行している中で

in the West Bank, Gaza and elsewhere --

but today, my case study is going to be Palestine.

I believe that what's mostly missing

非暴力が拡大するために

for nonviolence to grow

最も足りないのは

is not for Palestinians

to start adopting nonviolence,

非暴力で行動を起こすことではなく

but for us to start paying attention

すでに非暴力を実践している人たちに対して

to those who already are.

Allow me to illustrate this point

ブドゥルスという村を

by taking you to this village

皆さんにお見せしながら

called Budrus.

説明させてください

About seven years ago,

7年ほど前

they faced extinction,

村は消滅するところでした

because Israel announced it would build a separation barrier,

and part of this barrier

would be built on top of the village.

They would lose 40 percent of their land

and be surrounded,

so they would lose free access

Through inspired local leadership,

they launched a peaceful resistance campaign

and we wanted to spread it to all of Palestine.

Julia Bacha: When I first heard

ジュリア：ブドゥルスのことを

about the story of Budrus,

初めて聞いたとき

I was surprised

7年前の2003年に

that the international media had failed to cover

次々に起きた異例の出来事を

the extraordinary set of events

海外メディアが

that happened seven years ago,

取上げなかったことに

in 2003.

驚きました

What was even more surprising

さらに驚いたのは

was the fact that Budrus was successful.

ブドゥルスが成功したということでした

The residents, after 10 months of peaceful resistance,

convinced the Israeli government

壁のルートを彼らの土地から

to move the route of the barrier off their lands

イスラエルとパレスチナの領土の

and to the green line,

which is the internationally recognized boundary

between Israel and the Palestinian Territories.

The resistance in Budrus

has since spread

to villages across the West Bank

and to Palestinian neighborhoods in Jerusalem.

Yet the media remains mostly silent

それでもメディアはこの話題を

on these stories.

ほとんど取り上げていません

This silence carries profound consequences

for the likelihood

that nonviolence can grow,

or even survive,

in Palestine.

Violent resistance

and nonviolent resistance

share one very important thing in common;

they are both a form of theater

seeking an audience to their cause.

If violent actors

are the only ones constantly getting front-page covers

and attracting international attention

it becomes very hard

to make the case to their communities

The power of attention

is probably going to come as no surprise

to the parents in the room.

The surest way

to make your child throw increasingly louder tantrums

真っ先に相手をすれば

is by giving him attention

the first time he throws a fit.

The tantrum will become

what childhood psychologists call

親が注目してくれると

a functional behavior,

子供が学んでしまうのです

since the child has learned

これが児童心理学用語で言う

that he can get parental attention out of it.

機能的行動です

Parents can incentivize or disincentivize behavior

子どもに注目するかしないかだけで

simply by giving or withdrawing

親は子どもの行動を

attention to their children.

促すことも 止めさせることもできるのです

But that's true for adults too.

そしてこれは大人にも言えます

In fact, the behavior

of entire communities and countries

注目する対象として

can be influenced,

depending on where

the international community chooses

to focus its attention.

I believe that at the core of ending the conflict in the Middle East

and bringing peace

is for us

to transform nonviolence

into a functional behavior

by giving a lot more attention

to the nonviolent leaders on the ground today.

In the course of taking my film to villages

パレスチナの村に

in the West Bank, in Gaza and in East Jerusalem,

私の映画を紹介していく中で

I have seen the impact

たった一つの映画が

that even one documentary film can have

与えることができる影響を

in influencing the transformation.

目の当たりにしました

In a village called Wallajeh,

エルサレムのすくそばにある

which sits very close to Jerusalem,

ワラジェという村の人たちは

the community was facing

ブドゥルスと非常に似た窮地に

a very similar plight to Budrus.

立たされていました

They were going to be surrounded, lose a lot of their lands

壁で囲まれ 多くの土地を失い

and not have freedom of access,

他のパレスチナ地区に

either to the West Bank or Jerusalem.

They had been using nonviolence for about two years

約2年間にわたり非暴力を用いていましたが

but had grown disenchanted

since nobody was paying attention.

So we organized a screening.

そこで上映会を開きました

A week later,

その1週間後

they held the most well-attended

過去最多の参加者とともに

and disciplined

非常によく統制のとれた

demonstration to date.

The organizers say

that the villagers, upon seeing the story of Budrus

documented in a film,

felt that there were indeed people

following what they were doing,

見てくれる人がいるのだと

that people cared.

So they kept on going.

On the Israeli side,

there is a new peace movement called Solidariot,

ソリダリオトという平和運動が生まれています

which means solidarity in Hebrew.

「団結」という意味のヘブライ語で

The leaders of this movement have been using Budrus

この運動の指導者たちはブドゥルスのことを

as one of their primary recruiting tools.

参加者募集の主な手段として用いています

They report

彼らによれば

that Israelis who had never been active before,

参加したことのない人も

upon seeing the film,

この映画を見ると

understand the power of nonviolence

非暴力の力を理解し

and start joining their activities.

The examples of Wallajeh

and the Solidariot movement

show that even a small-budget independent film

can play a role

in transforming nonviolence

into a functional behavior.

Now imagine the power

that big media players could have

if they started covering

the weekly nonviolent demonstrations

エルサレム周辺で

happening in villages

毎週起きている非暴力デモを

like Bil'in, Ni'lin,

取り上げ始めたら

Wallajeh,

それにどれだけの

in Jerusalem neighborhoods

影響力があるか

like Sheikh Jarrah and Silwan --

想像してみてください

the nonviolent leaders

非暴力の指導者たちは

would become more visible,

もっと目立って

valued and effective

評価されて 活動の効果も

in their work.

高くなるでしょう

I believe

一番大切なことは

that the most important thing

こうした努力に

is to understand

私たちが注目しなければ

that if we don't pay attention to these efforts,

それが表に出てくることはなく

they are invisible,

存在しなかったも同然になると

and it's as if they never happened.

理解することだと思います

But I have seen first hand

でも 私たちが注目すれば

that if we do,

運動が拡大するということを

they will multiply.

私は目の当たりにしました

If they multiply,

運動が拡大すれば

their influence will grow

パレスチナ紛争に対する

in the overall Israeli-Palestinian conflict.

影響も強まります

And theirs is the kind of influence

そしてこの非暴力運動が

that can finally

現在の状況を最終的に

unblock the situation.

打開する力を持っているのです

These leaders have proven that nonviolence works

指導者たちは ブドゥルスなどで

in places like Budrus.

非暴力の効果を証明しました

Let's give them attention

どこででも効果を示せるよう

so they can prove it works everywhere.

彼らに注目を注いでいきましょう
