The catalyst for this change

2010年1月12日

was the major earthquake that struck Haiti

ハイチで起こった大地震が

on the 12th of January in 2010.

変化のきっかけとなり

Haiti was a game changer.

事態は一変しました

The earthquake destroyed the capital of Port-au-Prince,

地震により首都ポルトープランスは壊滅し

claiming the lives of some 320,000 people,

32万人もの命を奪いました

rendering homeless

家を失った人々の数は

about 1.2 million people.

120万人にも上りました

Government institutions were completely decapitated,

大統領府を含む政府機関は

including the presidential palace.

全て崩壊しました

I remember standing

ポルトープランス市内の

on the roof of the Ministry of Justice

in downtown Port-au-Prince.

It was about two meters high,

completely squashed

by the violence of the earthquake.

For those of us on the ground in those early days,

it was clear for even the most disaster-hardened veterans

that Haiti was something different.

Haiti was something we hadn't seen before.

But Haiti provided us with something else unprecedented.

Haiti allowed us to glimpse into a future

Because out of the urban devastation

came a torrent of SMS texts --

膨大なSMSが飛び交いました

people crying for help,

beseeching us for assistance,

助けを求めるものから

sharing data, offering support,

データ共有　支援の提供

looking for their loved ones.

愛するものの捜索など

This was a situation

従来の支援団体にとっても

that traditional aid agencies had never before encountered.

未知の経験でした

We were in one of the poorest countries on the planet,

ハイチは最貧国の一つです

but 80 percent of the people

しかし国民の80%が

had mobile devices in their hands.

携帯電話を持っていました

And we were unprepared for this,

and they were shaping the aid effort.

Outside Haiti also, things were looking different.

Tens of thousands of so-called digital volunteers

were scouring the Internet,

converting tweets

that had already been converted from texts

and putting these into open-source maps,

layering them with all sorts of important information --

and putting these on the Web for everybody --

the media, the aid organizations and the communities themselves --

to participate in and to use.

Back in Haiti,

people were increasingly turning

to the medium of SMS.

People that were hungry and hurting

were signaling their distress,

were signaling their need for help.

On street sides all over Port-au-Prince,

entrepreneurs sprung up

offering mobile phone charging stations.

They understood more than we did

Never having been confronted

we wanted to try and understand

how we could tap into this incredible resource,

this incredible use of mobile technology

We started talking with a local telecom provider called Voilà,

Trilogy Internationalの子会社である 地元通信プロバイダの

which is a subsidiary of Trilogy International.

Voilà社とまず協議を始めました

We had basically three requirements.

We wanted to communicate

in a two-way form of communication.

コミュニケーション基盤が必要でした

We didn't want to shout; we needed to listen as well.

ただ叫ぶだけでなく 相手に耳を傾ける必要もありました

We wanted to be able to target

specific geographic communities.

一斉送信する必要はなかったので

We didn't need to talk to the whole country at the same time.

地理的に送信先を絞る必要がありました

And we wanted it to be easy to use.

最後は 使いやすさです

Out of this rubble of Haiti and from this devastation

このハイチの荒廃から

came something that we call TERA --

TERAというものが生まれました

the Trilogy Emergency Response Application --

Trilogy Emergency Response Applicationです

which has been used to support the aid effort

これによって救助活動をはじめ

ever since.

コミュニティの災害対策にも

It has been used to help communities prepare for disasters.

使用されるようになりました

It has been used to signal early warning

自然災害に先立つ

in advance of weather-related disasters.

早期の警告としてだけでなく

It's used for public health awareness campaigns

コレラ予防など健康意識を高める

such as the prevention of cholera.

キャンペーンにも利用されています

And it is even used for sensitive issues

ジェンダーに基づく暴力といった

such as building awareness

デリケートな問題を広めることにも

around gender-based violence.

利用されています

But does it work?

果たして効果はあるのでしょうか？

We have just published

an evaluation of this program,

and the evidence that is there for all to see

is quite remarkable.

Some 74 percent of people

It has always been the elusive ideal

to ensure full participation of people affected by disasters

in the humanitarian effort.

We now have the tools. We now have the possibilities.

There are no more reasons not to do it.

I believe we need to bring the humanitarian world
