Welcome to Doha.

私の仕事は この国の食物を 安定的に供給することです

I am in charge of making this country's food secure.

今後２年間かけて

That is my job for the next two years,

総括的な計画をまとめ

to design an entire master plan,

10年かけて実行に移します

and then for the next 10 years to implement it --

もちろん沢山の方と協力していきます

of course, with so many other people.

まず私自身の話をさせてください

But first, I need to talk to you about a story, which is my story,

皆さんが今日いらっしゃる この国の話です

about the story of this country that you're all here in today.

ここにいるほとんどの方が 今日３度 食事を取ったでしょうし

And of course, most of you have had three meals today,

このイベント以降も 同様に 食事を取り続けるでしょう

and probably will continue to have after this event.

本題に入ります 1940年代のカタールの様子です

So going in, what was Qatar in the 1940s?

ここには1万1,000人が暮らし

We were about 11,000 people living here.

水はなく エネルギー 石油 車も 一切ありませんでした

There was no water. There was no energy, no oil, no cars, none of that.

住民のほとんどが

Most of the people who lived here

沿岸の漁村で暮らすか

either lived in coastal villages, fishing,

それか水を求めて移動する 遊牧民でした

or were nomads who roamed around with the environment trying to find water.

近年見られるような 魅力は皆無でした

None of the glamour that you see today existed.

現在のドーハ, ドバイ, アブダビ等の様な 都市はありませんでした

No cities like you see today in Doha or Dubai or Abu Dhabi or Kuwait or Riyadh.

都市を作ることができなかった訳ではなく

It wasn't that they couldn't develop cities.

人材や資源がなかったのです

Resources weren't there to develop them.

ご覧の通り 平均寿命も短く 大抵の方は

And you can see that life expectancy was also short.

50歳前後で亡くなっていました

Most people died around the age of 50.

次の話題に移ります 石油時代の到来です

So let's move to chapter two: the oil era.

石油が発見されたのは1939年ですが

1939, that's when they discovered oil.

残念ながら 第二次世界大戦が終わるまでは

But unfortunately, it wasn't really fully exploited commercially

商業的な開拓まで至りませんでした

until after the Second World War.

その後 石油は何をもたらしたのか

What did it do?

皆さんご存知のように この国を変えてしまったんです

It changed the face of this country, as you can see today and witness.

It also made all those people who roamed around the desert --

looking for water, looking for food,

生活の「都市化」です

trying to take care of their livestock -- urbanize.

不思議に思うかもしれませんが

You might find this strange,

私の家族はそれぞれが 異なる訛りを持っています

but in my family we have different accents.

私の母の訛りは 父とはだいぶ異なります

My mother has an accent that is so different to my father,

およそ30万人 皆 同じ国の住民なのに

and we're all a population of about 300,000 people in the same country.

この国には ５,６種類の方言があります

There are about five or six accents in this country as I speak.

「なぜこのような事が？」とお思いでしょう

Someone says, "How so? How could this happen?"

それは 散り散りに暮らしてきたからです

Because we lived scattered.

資源がなく 一ヶ所にまとまって暮らせなかったのです

We couldn't live in a concentrated way simply because there was no resources.

そして資源…石油が出て来たとき

And when the resources came, be it oil,

素晴らしい 先端技術施設を 作りだすようになり

we started building these fancy technologies

組織を作る必要性から 一同が集まるようになりました

and bringing people together because we needed the concentration.

そこで 人々は互いの事を知るようになり

People started to get to know each other.

いくつかの訛りがあることに気づきました

And we realized that there are some differences in accents.

石油時代の話はここまでです

So that is the chapter two: the oil era.

今日の生活を見てみましょう

Let's look at today.

これが皆さんご存知であろう ドーハのスカイラインです

This is probably the skyline that most of you know about Doha.

現在の人口は

So what's the population today?

170万人です

It's 1.7 million people.

60年弱で この増加です

That is in less than 60 years.

過去５年間の経済成長率は 年間平均15%ほどです

The average growth of our economy is about 15 percent for the past five years.

寿命は78歳まで延び

Lifespan has increased to 78.

水の消費量は430リットルまで増え

Water consumption has increased to 430 liters.

世界的に見ても 最大消費国となりました

And this is amongst the highest worldwide.

水がほぼ全くない時代から

From having no water whatsoever

今では 他のどの国よりも 水を消費しているのです

to consuming water to the highest degree, higher than any other nation.

水が無かった時代の反動かは分かりませんが

I don't know if this was a reaction to lack of water.

ここまでの話で 興味深い点は何でしょう？

But what is interesting about the story that I've just said?

それは我々が 発展し続けているという点です

The interesting part is that we continue to grow

水もないのに５年にわたって 毎年平均15%もですよ

15 percent every year for the past five years without water.

これは前例のない 歴史的なことです

Now that is historic. It's never happened before in history.

水不足により 多くの街が消滅してきましたが

Cities were totally wiped out because of the lack of water.

この地域では 歴史的な出来事です

This is history being made in this region.

私たちが作っているのは

Not only cities that we're building,

単なる街ではなく 科学者や医者になりたいと願う 人々の夢が詰まった街です

but cities with dreams and people who are wishing to be scientists, doctors.

いい家庭を持ち 素敵なマイホームを建てた街です

Build a nice home, bring the architect, design my house.

これらの人々は まだ何もない時代から ここが住処だと信じた人です

These people are adamant that this is a livable space when it wasn't.

もちろん技術を駆使して です

But of course, with the use of technology.

ブラジルの年間降水量は 1,782ミリです

So Brazil has 1,782 millimeters per year of precipitation of rain.

カタールは74ミリにも関わらず この経済成長率です

Qatar has 74, and we have that growth rate.

どうやって？

The question is how.

どのように成し遂げたのでしょう

How could we survive that?

ここにはほとんど水がありません

We have no water whatsoever.

単に 海水から塩分を除去する 巨大な装置のおかげです

Simply because of this gigantic, mammoth machine called desalination.

エネルギー資源が鍵となります これが全てを変えました

Energy is the key factor here. It changed everything.

地面から吸い上げ 毎日何トンも燃焼し続けるもの

It is that thing that we pump out of the ground, we burn tons of,

皆さんがドーハに来る時も使ったはずです

probably most of you used it coming to Doha.

これが この国の湖 そして―

So that is our lake, if you can see it.

この国の川の姿です

That is our river.

皆さんが水を使用するために このような状況になっています

That is how you all happen to use and enjoy water.

この地域が持つ最高の技術が この脱塩装置なのです

This is the best technology that this region could ever have: desalination.

リスクを考えたことがありますか

So what are the risks?

Do you worry much?

世界的な現状を見れば

I would say, perhaps if you look at the global facts,

憂うべき問題だと 言わざるを得ません

you will realize, of course I have to worry.

人口が増加するに従って 需要も増えます

There is growing demand, growing population.

数か月前 世界の人口は 70億人になりました

We've turned seven billion only a few months ago.

当然 食糧の需要も増えます

And so that number also demands food.

2050年には 90億人に達するとか

And there's predictions that we'll be nine billion by 2050.

つまり水のない国では

So a country that has no water

国境の向こうで何が起こるのか 考える必要があります

has to worry about what happens beyond its borders.

食物に関しても

There's also changing diets.

社会経済レベルが向上することで

By elevating to a higher socio-economic level,

趣向が変わってきます

they also change their diet.

肉などをより多く食すようになります

They start eating more meat and so on and so forth.

一方で 気候変動やその他の要因によって

On the other hand, there is declining yields

食物の生産量は減少傾向にあります

because of climate change and because of other factors.

誰かが危機を予見して 警鐘を鳴らす必要があるのです

And so someone has to really realize when the crisis is going to happen.

知らない方に申し上げますと これがカタールの現状です

This is the situation in Qatar, for those who don't know.

我々は たった２日分しか貯水できず

We only have two days of water reserve.

90%の食物を輸入しており

We import 90 percent of our food,

耕地は国土の１%にも満たないのです

and we only cultivate less than one percent of our land.

この国の限られた農業者は

The limited number of farmers that we have

独自の農法からは遠ざけられた上に

have been pushed out of their farming practices

公開市場政策などの結果 厳しい競争に迫られています

as a result of open market policy and bringing the big competitions, etc., etc.

つまり リスクにも直面しているのです

So we also face risks.

これらのリスクは国家の存続にも 直接に影響してきます

These risks directly affect the sustainability of this nation and its continuity.

はたして解決策はあるのでしょうか―

The question is, is there a solution?

持続可能な解決策が？

Is there a sustainable solution?

実はあるのです

Indeed there is.

これは過去２年間以上かけて作った 何千ページもの技術文書を要約したものです

This slide sums up thousands of pages of technical documents

that we've been working on over the past two years.

まずは水の問題です

Let's start with the water.

もうご存知ですね 先ほど話した通り エネルギーが必要です

So we know very well -- I showed you earlier -- that we need this energy.

では必要なのは どんな種類のエネルギーでしょうか

So if we're going to need energy, what sort of energy?

限りあるエネルギー？ 化石燃料か―

A depletable energy? Fossil fuel?

それとも 何か別のエネルギーでしょうか？

Or should we use something else?

他のエネルギーを使うことに 利点はあるのでしょうか？

Do we have the comparative advantage to use another sort of energy?

もうお分かりですね ここでは 年間晴れ日が300日あります

I guess most of you by now realize that we do: 300 days of sun.

この再生可能エネルギーを使って 必要な水を供給します

And so we will use that renewable energy to produce the water that we need.

1,800メガワットの太陽光発電を使えば

And we will probably put 1,800 megawatts of solar systems

35億リットルの水を 生み出せるでしょう

to produce 3.5 million cubic meters of water.

これは相当な量です

And that is a lot of water.

この水が農業者へ行き渡ることで

That water will go then to the farmers,

農業者が作物に水をやれるようになり

and the farmers will be able to water their plants,

食物を社会に 供給できるようになるでしょう

and they will be able then to supply society with food.

しかし この一連の横の流れを保つためには

But in order to sustain the horizontal line --

我々が提供するシステム全体を支える為の

because these are the projects, these are the systems that we will deliver --

縦の流れをつくる必要もあります

we need to also develop the vertical line:

システムの維持 高度な教育 研究開発

system sustenance, high-level education, research and development,

産業 技術 その技術の応用 そして 最終的に市場を確保することです

industries, technologies, to produce these technologies for application, and finally markets.

そしてこれらを可能にするのが 法律や政策や規則の制定であり

But what gels all of it, what enables it, is legislation, policies, regulations.

これは必要不可欠です

Without it we can't do anything.

以上が我々の計画です

So that's what we are planning to do.

２年以内にこの計画をまとめ

Within two years we should hopefully be done with this plan

実行に移すことが出来るかと思います

and taking it to implementation.

私達の目標は すでに各地に存在するような 大都市になることです

Our objective is to be a millennium city, just like many millennium cities around:

例えば イスタンブール ローマ ロンドン パリ ダマスカス カイロなどのように

Istanbul, Rome, London, Paris, Damascus, Cairo.

私たちの街には わずか60年の歴史しかありませんが

We are only 60 years old, but we want to live forever

平和の中での 恒久的な繁栄を願っています

as a city, to live in peace.
