今日はある詩のご紹介から

written by my friend from Malawi,

始めましょう

Eileen Piri.

私のマラウイ出身の友 エイリーン・ビリが

Eileen is only 13 years old,

書いたものです

but when we were going through the collection of poetry that we wrote,

エイリーンはまだ13歳ですが

I found her poem so interesting,

私たちが書いた詩のコレクションに 目を通していたら 彼女の詩が

so motivating.

とても興味深く勇気を与えると

So I'll read it to you.

気がつきました

She entitled her poem "I'll Marry When I Want."

それを皆さんにお聞かせします

(Laughter)

この詩の題名は 「望む時に結婚する」です

"I'll marry when I want.

（笑）

My mother can't force me to marry.

「望む時に結婚する

My father cannot force me to marry.

母も無理矢理私に結婚をさせられない

My uncle, my aunt,

父も私を結婚させられない

my brother or sister,

叔父も叔母も

cannot force me to marry.

兄弟姉妹も

No one in the world

私に結婚を強要出来ない

can force me to marry.

世界中の誰も

I'll marry when I want.

私に無理な結婚をさせられない

Even if you beat me,

望む時に結婚する

even if you chase me away,

たとえ叩かれても

even if you do anything bad to me,

追い払われても

I'll marry when I want.

どんな酷い事をされても

I'll marry when I want,

望む時に結婚する

but not before I am well educated,

望む時に結婚する

and not before I am all grown up.

十分な教育を受ける前ではなく

I'll marry when I want."

すっかり大人になってから

This poem might seem odd,

望む時に結婚する」

written by a 13-year-old girl,

変な詩だと思うかも知れません

but where I and Eileen come from,

13歳の女の子が書いたものですが

this poem, which I have just read to you,

私とエイリーンが生まれた国では

is a warrior's cry.

たった今皆さんにお聞かせした詩は

I am from Malawi.

戦士の叫びなのです

Malawi is one of the poorest countries,

私はマラウイ出身です

very poor,

マラウイは最も貧しい国の一つです

where gender equality is questionable.

とても貧しく

Growing up in that country,

その国でのジェンダーの平等は 疑わしいものです

I couldn't make my own choices in life.

その国に育ち

I couldn't even explore

私は自分の人生の選択が出来ませんでした

personal opportunities in life.

人生における個人的な機会を

I will tell you a story

見出す事も出来ませんでした

of two different girls,

二人の違う少女の話をしましょう

two beautiful girls.

二人の美しい少女の話を

These girls grew up

この二人は同じ屋根の下で

under the same roof.

育ちました

They were eating the same food.

同じものを食べ

Sometimes, they would share clothes,

時には同じ服を交互に来ました

and even shoes.

靴さえも同じものを履きました

But their lives ended up differently,

しかし二人の人生は二つの違う道を

in two different paths.

たどる事になりました

The other girl is my little sister.

一人は私の妹です

My little sister was only 11 years old

妹はわずか11歳で妊娠しました

when she got pregnant.

妹はわずか11歳で妊娠しました

It's a hurtful thing.

それは痛ましいことです

Not only did it hurt her, even me.

妹だけでなく私も傷つきました

I was going through a hard time as well.

私も辛い時期を体験したのです

As it is in my culture,

私の国の文化では

once you reach puberty stage,

思春期の年齢に達すると

you are supposed to go to initiation camps.

通過儀礼キャンプに行くことになっています

In these initiation camps,

そのキャンプでは

you are taught how to sexually please a man.

どうやって男性を性的に喜ばせるかを 教えられます

There is this special day,

「とても特別な日」と 呼ばれる日があります

which they call "Very Special Day"

その日コミュニティから雇われた男性が

where a man who is hired by the community

キャンプに来て

comes to the camp

少女たちと寝るのです

and sleeps with the little girls.

その少女たちが毎日経験する

Imagine the trauma that these young girls

トラウマを想像してみてください

go through every day.

ほとんどの少女が妊娠に至ります

Most girls end up pregnant.

HIV/AIDSや他の伝染性の

They even contract HIV and AIDS

性病にかかることさえあります

and other sexually transmitted diseases.

私の妹は妊娠してしまいました

For my little sister, she ended up being pregnant.

現在妹はわずか16歳ですが

Today, she's only 16 years old

３人の子供がいます

and she has three children.

彼女の最初の結婚は続きませんでしたし

Her first marriage did not survive,

２回目の結婚もそうでした

nor did her second marriage.

もう一人のこの少女

On the other side, there is this girl.

彼女は素晴らしいですよ

She's amazing.

（笑）

(Laughter)

（拍手）

(Applause)

私が彼女を素晴らしいと言ったのは

I call her amazing because she is.

彼女がとても 並外れているからです

She's very fabulous.

その少女は私です　（笑）

That girl is me. (Laughter)

私は13歳の時

When I was 13 years old,

「お前はもう大きくなって

I was told, you are grown up,

そんな年になったのだから

you have now reached of age,

通過儀礼キャンプに行くのよ」 と言われました

you're supposed to go to the initiation camp.

私は「えっ？

I was like, "What?

そんな所には行かないわ」と言いました

I'm not going to go to the initiation camps."

その女性は私に こう言ったのです

You know what the women said to me?

「お前は愚かで頑固な女の子だね

"You are a stupid girl. Stubborn.

私たちの社会やコミュニティの 伝統を尊重しないだなんて」

You do not respect the traditions of our society, of our community."

私が嫌だといったのは 自分が目指す場所を知っていたからです

I said no because I knew where I was going.

人生で望む事を知っていたからです

I knew what I wanted in life.

幼い少女として 多くの夢を持っていました

I had a lot of dreams as a young girl.

十分な教育を受けたいと思っていました

I wanted to get well educated,

将来 きちんとした仕事を見つける為です

to find a decent job in the future.

大きな椅子に座った弁護士となった 自分を思い浮かべていました

I was imagining myself as a lawyer,

大きな椅子に座った弁護士となった 自分を思い浮かべていました

seated on that big chair.

それは毎日心に繰り返し

Those were the imaginations that

浮かべた想像でした

were going through my mind every day.

ある日私は気づきました

And I knew that one day,

自分はコミュニティに何か 少し貢献してみたいのだと

I would contribute something, a little something to my community.

しかし キャンプ行きを拒んでから毎日

But every day after refusing,

女たちは私に言ったものです

women would tell me,

「お前はすっかり大きくなった 妹には赤ん坊もいるのに

"Look at you, you're all grown up. Your little sister has a baby.

お前はどうなんだ？」

What about you?"

それは私が毎日耳にする雑音でした

That was the music that I was hearing every day,

コミュニティが皆に要求する事を しない時

and that is the music that girls hear every day

少女たちが毎日耳にする言葉です

when they don't do something that the community needs them to do.

妹の人生と比べ 私は自分に言いきかせました

When I compared the two stories between me and my sister,

「何か出来る事があるよ

I said, "Why can't I do something?

自分たちのコミュニティの中で 長い間起こってきた事を

Why can't I change something that has happened for a long time

変えることは出来る」

in our community?"

私は少女たちを呼び集めました

That was when I called other girls

子供がいて 学校に行けなくなり

just like my sister, who have children,

読み書きを忘れてしまった 妹のような少女たちです

who have been in class but they have forgotten how to read and write.

私は言いました「 お互いまた

I said, "Come on, we can remind each other

読み書きを思い出せるよ

how to read and write again,

ペンの持ち方も 本の持ち方や読み方だって」

how to hold the pen, how to read, to hold the book."

それは彼女たちと一緒に過ごす 意義深い時間でした

It was a great time I had with them.

最初は彼女たちを よく知らなかったけれど

Nor did I just learn a little about them,

私に自分たちのプライベートな話―

but they were able to tell me their personal stories,

若い母親として自分たちが毎日

what they were facing every day

直面している事をしてくれました

as young mothers.

その時私は思いました

That was when I was like,

私たちに起こっている これら全ての事を

'Why can't we take all these things that are happening to us

取り上げて 母親や 伝統的なリーダーに示し

and present them and tell our mothers, our traditional leaders,

伝えることが出来るのではないか

that these are the wrong things?"

それは恐ろしい事でした

It was a scary thing to do,

伝統的なリーダーにとって

because these traditional leaders,

永年そこに存在するものは

they are already accustomed to the things

既に慣習となっているからです

that have been there for ages.

それを変えるのは難しいですが

A hard thing to change,

挑戦してみる価値はあります

but a good thing to try.

そこで私たちはやってみました

So we tried.

とても大変でしたが 突き進みました

It was very hard, but we pushed.

ここで言いたいのは 自分のコミュニティは―

And I'm here to say that in my community,

少女が 伝統的なリーダーに

it was the first community after girls

初めて必死で働きかけた という事です

pushed so hard to our traditional leader,

私たちのリーダーは私たちの為に 少女は18歳より前に

and our leader stood up for us and said no girl has to be married

結婚すべきでないと言ったのです

before the age of 18.

（拍手）

(Applause)

私のコミュニティで

In my community,

初めて行われた働きかけが

that was the first time a community,

条例化の呼びかけにつながりました

they had to call the bylaws,

それは私たちのコミュニティでは 少女たちを守る

the first bylaw that protected girls

初めての条例でした

in our community.

私たちはそこで止まらず

We did not stop there.

着実に前進しています

We forged ahead.

自分のコミュニティで 少女たちの為に闘うだけでなく

We were determined to fight for girls not just in my community,

他のコミュニティでも闘うと決めました

but even in other communities.

児童婚の法案が２月に提出されると

When the child marriage bill was being presented in February,

私たちは国会に行きました

we were there at the Parliament house.

毎日議会のメンバーが入って来ると

Every day, when the members of Parliament were entering,

彼らに言いました 「法案を支持して下さい」

we were telling them, "Would you please support the bill?"

この会場のような技術は 私たちにはないのですが

And we don't have much technology like here,

皆 携帯電話なら持っています

but we have our small phones.

それでこう言いました「議員の電話番号を 入手してメールを送りましょう」

So we said, "Why can't we get their numbers and text them?"

私たちはそれをやり 上手くいきました

So we did that. It was a good thing.

（拍手）

(Applause)

法案が通過するとメールの返信をしました

So when the bill passed, we texted them back,

「法案の支持 有難うございました」

"Thank you for supporting the bill."

（笑）

(Laughter)

大統領によって法案に署名がなされ

And when the bill was signed by the president,

法律となり それがプラスに働きました

making it into law, it was a plus.

現在マラウイでは法律上結婚可能な年齢が 15歳から18歳に引き上げられたのです

Now, in Malawi, 18 is the legal marriage age, from 15 to 18.

（拍手）

(Applause)

条例が通過したのは良いのですが

It's a good thing to know that the bill passed,

これを言わせて下さい

but let me tell you this:

18歳が法律上婚姻可能年齢となる 国々がありますが

There are countries where 18 is the legal marriage age,

毎日女性や少女たちの叫びが 聞こえませんか？

but don't we hear cries of women and girls every day?

少女たちの人生が日々 無駄に使われているのです

Every day, girls' lives are being wasted away.

今こそリーダーが自分たちの 公約を守る好機なのです

This is high time for leaders to honor their commitment.

この公約を守ることで

In honoring this commitment,

少女たちの問題を その都度 心に留めておく事になるのです

it means keeping girls' issues at heart every time.

私たちの問題は優先課題です

We don't have to be subjected as second,

この部屋にいる女性の存在を 知るべきなのです

but they have to know that women, as we are in this room,

私たちは単なる女性でも 少女でもありません

we are not just women, we are not just girls,

私たちは驚くべき存在なのです

we are extraordinary.

できる事がもっとあるのです

We can do more.

マラウイや他の国々には

And another thing for Malawi,

別の問題もあります

and not just Malawi but other countries:

現存する法律は

The laws which are there,

それが執行されて初めて 法律となるのです

you know how a law is not a law until it is enforced?

通過したばかりの法律や

The law which has just recently passed

他の国々に元からあった法律は

and the laws that in other countries have been there,

地元のレベルや そのコミュニティのレベルで

they need to be publicized at the local level,

公表される必要があります

at the community level,

少女たちの問題は非常に際立っています

where girls' issues are very striking.

毎日 コミュニティで 厳しい課題に直面しています

Girls face issues, difficult issues, at the community level every day.

その幼い少女たちが 法律は自分たちを守ってくれると知れば

So if these young girls know that there are laws that protect them,

自らを守るために立ち上がれるでしょう

they will be able to stand up and defend themselves

自分たちを 守る法律があると分かるからです

because they will know that there is a law that protects them.

もう一つ私が言いたいのはこれです

And another thing I would say is that

少女たちや女性たちが声を上げるのは

girls' voices and women's voices

確かにすばらしいのですが

are beautiful, they are there,

私たちにはそれ以上の事ができるのです

but we cannot do this alone.

男性の支持者がそこに飛び込み

Male advocates, they have to jump in,

共に活動に参加しなければなりません

to step in and work together.

これは共同作業です

It's a collective work.

私たちの要求は あらゆる少女に必要な事です

What we need is what girls elsewhere need:

質の高い教育 とりわけ11歳で結婚しない事

good education, and above all, not to marry whilst 11.

更に

And furthermore,

私たちは共に少女たちの権利を否定する

I know that together,

法的 文化的 政治的枠組みを

we can transform the legal,

一変できると確信しています

the cultural and political framework

私は今日ここに立ち

that denies girls of their rights.

ずっと続いてきた児童婚を 終わらせられると宣言します

I am standing here today

今こそ世界中の

and declaring that we can end child marriage in a generation.

何百万人もの少女たちが

This is the moment

こう言えるようになる時なのです

where a girl and a girl, and millions of girls worldwide,

「望むときに結婚する」と

will be able to say,

"I will marry when I want."
