a woman from an African village.

Her first memories

are of her family fleeing violent riots

orchestrated by the ruling political party.

Her brother was murdered by the state-sponsored militia,

and she was raped more than once

just because she belonged to the wrong party.

One morning, a month before the election,

選挙１ヶ月前のある朝

Mary's village was called to another intimidation meeting.

メリーの村の人々は また威嚇集会に招集されました

In this meeting, there is a man standing in front of them,

この集会では男が 人々の前に立って言うのです

telling them, "We know who you are,

「お前らが誰で

we know who you will vote for,

誰に投票したか 分かるからな

and if you're not going to drop the right paper,

we're going to take revenge."

But for Mary, this meeting is different.

しかしこの時のメリーは いつもとは

She feels different.

違った気持ちでした

This time, she's waiting for this meeting,

この集会を心待ちに していたのです

because this time, she's carrying a small hidden camera in her dress,

彼女は誰も気付かないような 小さな隠しカメラを

a camera that nobody else can see.

服の中に 忍ばせていました

Nobody is allowed to film in these meetings.

この集会の撮影は 禁じられており

You risk your life if you do.

撮影しようとすれば 命の危険がありました

Mary knows that, but she also knows that the only way to stop them

メリーは危険を承知していましたが このようなことをやめさせ

and to protect herself and her community

自分や村の人々を 守るには

is to expose their intimidation,

to make sure they understand somebody is following them,

Mary and her friends were filming for months, undercover,

Some have died because they rebelled.

The perpetrators saw them too.

They understood somebody is following them.

They got scared. Impunity was broken.

Mary and her friends forced the ruling political party

not to use violence during the election,

and saved hundreds of lives.

Mary is just one of hundreds of people

that my organization had helped to document human rights violations

using cameras.

My background should have led me to a different direction.

私の経歴は元々 全然違った道をたどっていました

I was born in Israel to a right-wing family,

イスラエルの 保守派の家庭に生まれ

and as long as I remember myself,

記憶している限り ずっと昔から

I wanted to join the Israeli army to serve my country

イスラエル軍に入って 国のために尽くし

and prove what I believed was our right for the whole land.

イスラエルの国土への権利を 証明したいと考えていました

I joined the Israeli army just after the first intifada,

最初のインティファーダ (パレスチナの抵抗運動) があった直後に

the first Palestinian uprising,

私は軍に入りました

and I served in one of the hard-minded,

私が属していたのは

toughest, aggressive infantry units,

最も屈強でタフで 攻撃的な歩兵部隊で

and I got the biggest gun in my platoon.

私は小隊の中で 一番大きな銃を持っていました

Quite fast, I became an officer

私はほどなく士官になって

and got soldiers under my command,

部隊を率いるようになりました

and as time passed, I started serving in the West Bank,

その後 ヨルダン川西岸に配属され

and I saw these images.

このような光景を 目にするようになりました

I didn't like what I saw.

見たくない光景です

It took me a while,

but eventually I refused to serve in the West Bank

結局は西岸地区での 勤務を拒否して

and had to spend time in jail.

It was a bit —

It was not that bad, I have to say.

It was a bit like being in a hotel, but with very shitty food.

In jail, I kept thinking that I need people to know.

I need people to understand

what the reality in the West Bank looks like.

I need them to hear what I heard,

I need them to see what I saw,

みんなに伝えなければと

but I also understood, we need the Palestinians themselves,

同時に私は 被害を被っている

the people that are suffering,

パレスチナの 人々自身が

to be able to tell their own stories,

not journalists or filmmakers that are coming outside of the situation.

外からやってきたジャーナリストや 映像作家ではなく

I joined a human rights organization,

私はベツェレムという

an Israeli human rights organization called B'Tselem.

イスラエルの人権団体に 入りました

Together, we analyzed the West Bank

西岸地区を調べて

and picked 100 families that are living in the most risky places:

最も危険なところに住んでいる 100家族を選びました

close to checkpoints, near army bases,

検問所やイスラエル軍基地の 近くに住む人や

side by side with settlers.

イスラエル人入植者と 隣り合わせの人々です

We gave them cameras and training.

Quite fast, we started getting very disturbing images

入植者や兵士による暴力を撮した とても不快な映像が

about how the settlers and the soldiers are abusing them.

すぐに集まり始めました

I would like to share with you two clips from this project.

Both of them were broadcast in Israel, and it created a massive debate.

And I have to warn you,

The masked men you will see in the first clips

are Jewish settlers.

Minutes before the camera was turned on,

they approached a Palestinian family

that was working their land

パレスチナ人家族の所に来て

and told them that they have to leave the land,

because this land belongs to the Jewish settlers.

出て行けと言いました

The Palestinians refused.

Let's see what happened.

すると何が起きたか 見てみましょう

The masked men that are approaching are Jewish settlers.

近づいてくるマスクの男達は ユダヤ人入植者です

They are approaching the Palestinian family.

パレスチナ人家族に 近づいていきます

This is a demonstration in the West Bank.

こちらは西岸地区の デモの光景です

The guy in green is Palestinian.

緑の服の男は パレスチナ人です

He will be arrested in a second.

彼はすぐに逮捕される ことになります

Here you see him blindfolded and handcuffed.

目隠しされ手錠で 繋がれています

In a few seconds, he regrets he came to this demonstration.

この後すぐ 彼はデモにやって来たことを 後悔することになります

He's been shot in the foot with a rubber bullet.

足をゴム弾で 撃たれたのです

He is okay.

命に別状はありません

Not all the settlers and the soldiers are acting this way.

入植者や兵士が みなこのような振る舞いを する訳ではありません

We're talking about a tiny minority, but they have to be brought to justice.

ほんの一部の人間がしていることですが 公正な裁きが必要です

These clips, and others like them,

これらの映像のお陰で

forced the army and the police to start investigations.

軍や警察は捜査しないわけに いかなくなりました

They've been shown in Israel, of course,

もちろんイスラエルでも 放映され

and the Israeli public was exposed to them also.

一般大衆の目に 触れることになりました

This project redefined the struggle for human rights

このプロジェクトは 占領地区における人権問題の

in the occupied territories,

見直しを迫ることになり

and we managed to reduce the number of violent attacks in the West Bank.

西岸地区における暴力を 減らすことができました

The success of this project got me thinking

このプロジェクトの 成功により

how I can take the same methodology to other places in the world.

同じ方法を世界の別の場所でも使えないかと 思い始めました

Now, we tend to believe that today,

皆さん思うかもしれません

with all of the technology,

今日では スマートフォンや

the smartphones and the Internet,

インターネットのような 技術のお陰で

we are able to see and understand most of what's happening in the world,

世界の至る所で起きていることを 見て知ることができる

and people are able to tell their story —

誰もが発信できるようになったと

but it's only partly true.

Still today, with all the technology we have,

less than half of the world's population

has access to the Internet,

and more than three billion people —

I'm repeating the number —

three billion people are consuming news that is censored by those in power.

More or less around the same time,

ちょうどその頃 私は

I'm approached by a great guy named Uri Fruchtmann.

ウーリ・フルッツマンという 素晴らしい人物から連絡を受けました

He's a filmmaker and an activist.

彼は映像作家であり 活動家です

We understood we were thinking along the same lines,

私たちは似たような思いを 抱いているのが分かり

and we decided to establish Videre, our organization, together.

一緒にVidereという組織を 立ち上げることにしました

While building the organization in London,

ロンドンでこの組織を 立ち上げている間にも

we've been traveling undercover to places

大規模な暴力や

where a community was suffering from abuses,

虐待に遭いながら

where mass atrocities were happening,

and there was a lack of reporting.

密かに訪れていました

We tried to understand how we can help.

そしてどうすれば 助けられだろうかと考えていました

There were four things that I learned.

学んだことが ４つあります

The first thing is that we have to engage

第１に僻地のコミュニティに

with communities that are living in rural areas,

接する必要があること

where violations are happening far from the public eye.

暴力が公の目の届かないところで 行われています

We need to partner with them,

彼らと協力して

and we need to understand which images are not making it out there

何が伝えられていないか 理解して

and help them to document them.

彼らがそれを記録する手助けを する必要があります

The second thing I learned

学んだ２番目のことは

is that we have to enable them to film in a safe way.

彼らが安全に撮影できるようにする 必要があるということです

Security has to be the priority.

安全を最優先する 必要があります

Where I used to work before, in the West Bank,

私がかつて働いていた 西岸地区では

one can take a camera out,

カメラを出したからといって

most likely not going to get shot,

撃たれることはないでしょうが

but in places we wanted to work,

私たちが活動したい地域では

just try to pull a phone out, and you're dead — literally dead.

携帯を取り出しただけで 文字通り殺されかねません

This is why we decided

to take the operation undercover

when necessary,

and use mostly hidden cameras.

隠しカメラを 使う理由です

Unfortunately, I can't show you the hidden cameras we're using today —

for obvious reasons —

but these are cameras we used before.

You can buy them off the shelf.

Today, we're building a custom-made hidden camera,

like the one that Mary was wearing

It's a camera that nobody can see,

that blends into the environment,

溶け込んで

into the surroundings.

Now, filming securities go beyond using hidden cameras.

安全の確保は隠しカメラの 使用に留まりません

Being secure starts way before the activist is turning the camera on.

活動家がカメラをオンにするずっと以前から 安全対策は始まっています

To keep our partners safe,

協力者を守るため

we work to understand the risk of every location

あらゆる場所や撮影のリスクを あらかじめ検討し

and of every shot before it's happened,

何かがまずくなった時の

building a backup plan if something goes wrong,

代替案を用意します

and making sure we have everything in place

そして作戦の開始前に

before our operations start.

準備に抜かりがないことを 確認します

The third thing I learned is the importance of verification.

学んだ３番目のことは 検証の重要さです

You can have an amazing shot of atrocity,

残虐行為の見事な映像を 手にできたとしても

but if you can't verify it, it's worth nothing.

それが検証できないとしたら 価値はありません

Recently, like in the ongoing war in Syria or the war in Gaza,

we've seen images that are staged or brought from a different conflict.

別な紛争で撮られたものが ありました

This misinformation destroyed the credibility of the source,

そのような誤報は 情報源の信頼性を損ない

and it's harmed the credibility of other reliable and trustworthy sources.

他の信頼できる情報源の信用まで 損なうことになります

We use a variety of ways to make sure we can verify the information

私たちは情報が確かで 信頼できることを確認するために

and we can trust the material.

It starts with vetting the partners,

協力者自身について

understanding who they are, and working with them very intensively.

How do you film a location?

You film road signs, you film watches,

you film newspapers.

We are checking maps, looking at maps,

double-checking the information,

and looking also at the metadata of the material.

Now, the fourth and the most important thing I learned

is how you use images to create a positive change.

良い変化を引き起こすために 映像をいかに使うかということです

To have an effect,

効果を上げるために重要なのは

the key thing is how you use the material.

得られた映像を いかに使うかということです

Today, we're working with hundreds of activists

密かな撮影を行う 何百という活動家と

filming undercover.

私たちは 協力しています

We work with them both to understand the situation on the ground

現地の状況は どういうものか

and which images are missing to describe it,

それを伝えるために どのような映像が欠けているか

who are the ones that are influencing the situation,

その状況に影響力を 持っているのは誰か

and when to release the material to advance the struggle.

状況改善のために映像をいつ公開すべきか知るために 彼らと連携しています

Sometimes, it's about putting it in the media,

人々の関心を集めるため 地元メディアで流す

mostly local ones, to create awareness.

ということもあります

Sometimes it's working with decision makers,

法を改正するために 政治家と

to change laws.

協力することもあります

Sometimes, it's working with lawyers to use as evidence in court.

裁判での証拠として使うため 法律家と協力することもあります

But more than often,

しかし社会的な変化を

the most effective way to create a social change

生み出すために 最も効果的なのは

is to work within the community.

I want to give you one example.

Fatuma is part of a network of women that are fighting abuses in Kenya.

ファティマはケニアで権利侵害と戦う 女性ネットワークの一員です

Women in her community have been harassed constantly

彼女のコミュニティでは 学校や仕事に行く途中などに

on their way to school and on their way to work.

女性が絶えず ハラスメントを受けています

They are trying to change the behavior of the community from inside.
