The late night blast targeted a police station in the city of Herat.

The government blamed the Taliban, but a spokesman for the group denied responsibility.

The United Nations has condemned what it calls an alarming increase in attacks targeting civilians.

What more can you tell us about what happened in Herat?

Um, sure.

うーん、確かに。

So the explosion happened late in the evening, uh, last night and it was a car packed to the brim with explosives, According to local residents.

地元住民によると、爆発は昨夜遅くに起こり、爆発物を満載した車であったという。

They said that they were out until 12 in the morning trying to deal with the rubble, trying to free people trying to take people to the hospital.

夜中の12時まで、瓦礫の処理や人々の救出、病院への搬送などにあたったそうです。

And if you look at the death toll, the vast majority of those eights of people that were killed were civilians, and a great number of the injured were also civilians.

犠牲者の数を見ると、殺された8人のうち大半が民間人であり、負傷者の多くも民間人であった。

So this is another instance of how much insecurity in the country, including in a city and a province like heroin, is affecting civilians.

このように、ヘロインのような都市や州を含め、国内の治安の悪さがいかに民間人に影響を与えているかを示すもう一つの例です。

I've been to hit off three times in the last five months and every single time people have been talking about just how bad security has become not only in the problem not only in the province but in the city.

私はこの5ヶ月間に3回ヒットオフに行きましたが、その度に人々はセキュリティがいかに悪くなっているかということを、問題の州だけでなく都市でも話していました。

People were saying that districts that used to be safe only a year or two ago district very close to the city of heroes 30 40 minutes outside of the main city are now no go zones for people.

ほんの1、2年前までは安全だったヒーローの街から30～40分ほど離れた地域が、今では人々の立ち入り禁止区域になっているとの声が聞かれた。

So it's really showing just how much security is affecting the average person in the country right now.

このように、セキュリティがいかに一般の人々に影響を与えているかを示しています。

Very briefly peace talks have been going on for a year now between the government and the Taliban, any hope of a breakthrough at all.

簡単に言うと、政府とタリバンの間で1年前から和平交渉が行われていますが、打開策は全く見出されていません。

So they have just decided to return to move the venue once again from Doha, where it's been since you know, the Taliban have been there since 2011 having informal discussions.

そのため、2011年からタリバンが非公式な協議を行っていたドーハから、再び開催地を移すことを決定しました。

But in the last year, you know, these talks were supposed to happen and nothing really happened.

しかし、去年は、このような話し合いが行われるはずだったのに、実際には何も起こらなかったのです。

The two groups are there that the government side is there the Taliban side is there.

政府側とタリバン側の2つのグループが存在しています。

But other than sort of setting an agenda, they never did anything.

しかし、アジェンダを設定する以外には何もしなかった。

They never actually disputed anything.

実際には何も争っていない。

They never resolved anything.

何も解決しなかった。

So the idea is, after the Biden administration sent a strongly worded letter last week to move the talks to Turkey and to try and rush everything now and actually make something happen, including a ceasefire.

つまり、バイデン政権が先週、トルコに協議の場を移すという強い言葉の書簡を送った後、今すぐすべてを急ぎ、停戦を含む何かを実際に起こそうとする考えです。
