OnAugust 26ththeinspectorgeneralforwarded a planetoMayfromanemployeeintheintelligencecommunity.
Uponreviewingthecomplaint, wewereimmediatelystruckbythefactthatmanyoftheallegationsofthecomplaintarebasedon a conversationbetweenthepresidentandanotherforeignleader.
Suchcallsaretypicallysubjecttoexecutiveprivilege.
As a result, weconsultedwithWhiteHousecounsel's officeandwereadvisedthatmuchoftheinformationthecomplaintwasinfactsubjecttoexecutiveprivilege, a privilegethat I donothavetheauthoritytowaive.
As a result, I haveprovidedtheHouseandSenateintelligencecommitteeswiththefullunredactedcomplaintaswellastheinspectorgeneral's letter.

However, thiscomplaintconductthiscomplaintconcernsconductbysomeoneoutsidetheintelligencecommunityunrelatedtofundingadministrationoroperationofanintelligenceactivityundermysupervision.
Inparticular, theOfficeofLegalCounselopinionstatesthatthepresidentisnot a memberoftheintelligencecommunityandthecommunicationwith a foreignleaderinvolvednointelligenceoperationoractivityaimedatcollectingoranalyzingforeignintelligence.
However, giventheexecutiveprivilegeissues I discussed, neithertheinspectorgeneralnor I wereabletosharethedetailsofthecomplaintatthetimewhentheinspectorgeneralinformmethathestillintendedtonotifythecommitteesoftheexistenceofthecomplaint.

First, I wanttostressthat I believethatthewhistleblowerandtheinspectorgeneralhaveactedingoodfaiththroughout.
I haveeveryreasontobelievethattheyhavedoneeverythingbythebookandfollowedthelaw, respectingtheprivilege, natureoftheinformationandpatientlywaitingwhiletheexecutiveprivilegeissueswereresolvedwhereverpossible.
Whilewehavedifferentofopinionsontheissue, whetherornotisurgentconcern I stronglybelieveintheroleoftheinspectorgeneral, I greatlyvaluetheindependencehebringstoandhisdedicationanditsroleinkeepingmeandthecommitteesinformedofmatterswithintheIntelligenceCommittee.
