We know Corona viruses are most likely to spread through close personal contact, and we know that this new patient had close contact with his wife after she began to develop symptoms.

This is exactly why public health has been monitoring him closely and why we monitor any close contacts off confirmed cases.

Public Health has tried in true ways of preventing the spread of disease.

We used the same approach, whether we are investigating a case of measles of tuberculosis or novel Corona virus.

First, we focus on education.

We worked quickly to educate the public on our health care providers about a disease.

It's risk factors its symptoms, and we update that guidance to make sure that, especially our health providers, have the most up to date information.

This has been going very well in the Chicago area and around the state.

We have high awareness in the clinical setting locally, and I want to thank the many health care providers who have been reaching out to public health with questions or to discuss individuals with recent travel to China.

Secondly, we focus on the clinical pair off case patients.

When we identify a case, we coordinate with the health care system to diagnose and treat the patient and to ensure the patient is in a setting with the risk of spreading infection is as low as possible.

This new case patient has been admitted to the hospital.

He's receiving excellent clinical care in an appropriate setting for infection control.

And I want to thank again the many health care workers who have been working diligently to ensure excellent patient care and strong social support for this family, as well as the close and attention to infection control practices.

And then thirdly, we focus on limiting the spread of disease.

We work in coordination with federal, state and many local public health partners toe identify close contacts of any confirmed case as well as the health care workers who have helped care for any confirmed case.

Since last week, we have been following on an individual level.

The people who had close contact with that first convert case, which included her husband.

We have also been following the health care workers who have been caring for that first case.

We assess.

These contacts continue to follow up with each contact every day to monitor for any new symptoms.

CDC believes at this time that it takes between two and 14 days to develop symptoms of novel Corona virus after being exposed to and infected with the virus.

So if a contact does develop new symptoms within this 14 day period, we weren't cloak.

Quickly tow, isolate the contact and coordinate Tustin.

This standard public health approach is the CDC recommendation, and it is how our case patient was identified.

Over the past few weeks, we have witnessed the emergence off a previously unknown pathogen, which has escalated into an unprecedented outbreak and which has been met by an unprecedented response.

As I have said repeatedly since my return from Beijing, the Chinese government is to be congratulated for the extraordinary measures it has taken to contain the outbreak.

Despite the savior social and economic impact those measures are having on the Chinese people.

We would have seen many more cases outside China by now and probably does if it were not for the government's efforts and the progress they have met to protect their own people and the people off the world.

The speed was with China, detected the outbreak, isolated the virus sequence in the genome and shared it with W.

Joined the world are very impressive and beyond words.

So is China's commitment to transparency and to supporting other countries.

In many ways, China is actually setting a new standard for outbreak response and it's not an exaggeration.

I also offer my profound respect and thanks to the thousands off brave health professionals and all front line responders who in the midst off the Spring Festival are working 24 7 to treat the sick save lives and bring this outbreak under control.

Thanks to their efforts, the number of cases in the rest off the world so far has remained relatively small.

There are new.

There are now 98 cases in 18 countries outside China, including eight cases of human to human transmission in four countries Germany, Japon, Vietnam and the United States of America.

So far, we have not seen any.

Dez is outside China, for which we must all be grateful.

Although these numbers are still relatively small compared to the numbers off cases in China, we must all act together now to limit further spread.

The vast majority of cases outside China have a travel history to Wuhan or contact with someone with a travel history to Wuhan.

We don't know what sort off damage this virus could do if it were to spread in a country with a weaker health system.

We must act now to help countries repair for that possibility.

For all off this reasons, I'm declaring a public ALS emergency of international concern over the global outbreak off novel Colonna by Corona virus.

The main reason for this declaration is not because of what is happening in China, but because of what is happening in other countries, our greatest concern is the potential for the virus to spread to countries with weaker hello systems and which are ill prepared to deal with it.

Let me be clear.

This declaration is not vote off.
